16 CFR Part 1241is a safety standard for crib mattresses established and published by the U.S. Consumer Product Safety Commission (CPSC). It was published in the Federal Register on February 15, 2022.
1. Lead in Paint and Surface Coatings
The lead content in paint and surface coatings on children's products must not exceed 0.009% (90 ppm).
2. Total Lead Content
The total lead content in any accessible part of a children's product must not exceed 100 ppm (0.01%).
Note: 16 CFR § 1500.87 addresses accessibility for total lead content.
3. Phthalates
The content of regulated phthalates in any accessible component of a child care article must not exceed 0.1% (1000 ppm).
Note: 16 CFR Part 1199 addresses the accessibility of regulated phthalates.
4. Testing and Certification
Children’s products must be tested by a CPSC-accredited third-party laboratoryto ensure compliance with applicable safety regulations. Based on the test results, domestic manufacturers (or U.S. importers) must issue a Children’s Product Certificate (CPC)to demonstrate compliance.
5. Tracking Labels
Children's products must have permanent, visible labelson both the product and its packaging. These labels must enable consumers to identify the manufacturer or private labeler, location and date of manufacture, batch or run number, and specific origin of the product.
6. Additional Labeling
Durable infant or toddler products must also bear permanent labelson the product with the manufacturer’s contact information, as well as the model name and number.
7. Product Registration Card
Durable infant or toddler products must be accompanied by a postage-paid product registration card. This card must include the name of the manufacturer or private labeler, their contact information, manufacturing location and date, and the model name and number.
Manufacturers are required to keep records of the registrant’s name, address, email address, and other contact information.
8. Flammability Requirements
Mattresses must comply with:
① 16 CFR Part 1632: Standard for the Flammability of Mattresses and Mattress Pads
② 16 CFR Part 1633: Standard for the Flammability (Open Flame) of Mattress Sets
1. Submit Application Form
Submit a testing application form to the testing agency, specifying product details and testing requirements.
2. Send Samples
Send crib mattress samples to the testing agency for evaluation.
3. Sign Contract
Sign a testing agreement with the agency, confirming the testing items, costs, and timeline.
4. Testing Arrangements
The testing agency will conduct tests in accordance with 16 CFR Part 1241and ASTM F2933-21.
5. Issuance of Test Report
Upon completion of testing, the agency will issue a formal test report.
