All toys sold in the European market must comply with the European Toy Safety Directive 2009/48/EC to ensure product safety and fitness for use. The EU's REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) legislation aims to provide a high level of protection for human health and the environment against hazardous chemicals. REACH establishes a mandatory registration system, ensuring that chemical substances in products sold in Europe are fully traceable and identifiable.

Manufacturers, distributors, retailers, and importers of toys and children's products must manage risks associated with chemicals regulated under REACH Annex XVII. This annex outlines restrictions on specific hazardous substances, mixtures, and articles used in the European market.
