When exporting children’s toys to Europe and the United States, manufacturers must comply with various certifications to ensure safety, environmental protection, and regULatory compliance.

 

1. European Market (CE certification)

EN 71 Standard

A comprehensive toy safety standard covering:

 

① Physical and mechanical properties

② Chemical restrictions (e.g., heavy metals)

③ Labeling requirements

Restricts the use of hazardous chemicals such as phthalates, ensuring toys do not harm human health or the environment.

 

EN 62115 (Electrical Toys)

Specifies safety requirements for electric toys, ensuring electrical safety and performance.

2. U.S. Market

ASTM F963 Standard

A mandatory toy safety standard covering:

 

① Mechanical and physical safety

CPC Certification (Children’s Product Certificate)

This certificate proves that the product complies with ASTM F963 and cpsia regulations.

 

CPSIA (Consumer Product Safety Improvement Act)

Key requirements include:

 

Lead content: ≤ 100 ppm

Phthalate restriction: ≤ 0.1%

 

CPC Certification (Applicable to the U.S. Market)

CPC (Children’s Product Certificate) is requiRED for all products primarily intended for children aged 12 and under, including:

 

① Toys

② Cradles

③ Children's clothing, etc.

 

Important for Amazon U.S. Sellers:

Amazon requires all children’s toys and products to have a valid CPC certificate. Failure to provide one may result in product removal.

 

Required Testing Standards:

ASTM F963

Developed by the U.S. National Institute of Standards under the Department of Commerce. The current version, ASTM F963-11, became mandatory on June 12, 2012. It includes extensive requirements for:

 

① Material quality

② Flammability

③ Toxicity

④ Electrical/thermal energy

⑤ Impulse noise

⑥ Small parts, sharp edges and points

⑦ Protrusions, nails, and fasteners

⑧ Metal wires and rods

⑨ Packaging film

⑩ Cords and elastics

⑪ Wheels, tires, and axles

⑫ Folding mechanisms and hinges

⑬ Accessibility of gaps and mechanical parts

⑭ Stability and overload resistance

 

CPSIA Chemical Testing

The CPSIA, signed into law by President George W. Bush on August 14, 2008, is one of the most stringent consumer protection laws since the CPSC was established in 1972. It enhances safety standards for children's products, focusing especially on chemical content.

 

Summary of European Standards:

1. EN 71:Technical specifications to ensure that toys entering the EU market are safe and do not pose harm to children.

2. REACH:A comprehensive regulation for chemical safety in the production, trade, and use of chemical substances within the EU. It mandates registration, evaluation, authorization, and restriction of chemicals to protect human health and the environment.

3. EN 62115:Standard for the safety of electric toys.
