The term "eu authorized representative" (commonly known as "EU-Rep") refers to a natural or legal person established within the European Economic Area (EEA)—which includes the EU and EFTA countries—who is explicitly designated by a manufacturer located outside the EEA. This representative is authorized to act on behalf of the non-EEA manufacturer to fulfill specific duties required by relevant EU directives and regulations.
To ensure the safety of products sold within the EU market and compliance with EU laws protecting consumers, property, and the environment, the EU requires non-EEA manufacturers to fulfill the following obligations:
Manufacturers located outside the EU + EFTA (a total of 30 countries) must appoint an Authorized Representative established within one of these countries to interact with government agencies and regulatory bodies on their behalf.
Products bearing the CE mark and imported from outside the EU must clearly display the name and address of the Authorized Representative on their packaging, labels, and user manuals.
The Authorized Representative must retain the latest technical documentation for all CE-marked products. This ensures prompt availability for EU regulatory inspections. These files must be kept for at least five years after the last batch of products is placed on the market.
Non-EEA manufacturers must implement a product safety monitoring system within the EU. The Authorized Representative assists with incident reporting, notifications, and product recalls.
An EU-Rep must:
① Be familiar with local EU regulations.
② Act promptly and efficiently when issues arise, helping companies resolve compliance problems.
All products that are required to bear the ce marking must have an EU-Rep. These include, but are not limited to:
① Toys
② Electronic products
③ Personal protective equipment (PPE)
④ Machinery
⑤ Construction products
⑥ Gas appliances
⑦ Recreational and personal watercraft
⑧ Pressure equipment
⑨ Measuring instruments
All CE-marked products—except certain categories such as medical devices, civil explosives, and some lifts and cableway systems—fall under this requirement.

The following entities can serve as an EU-Rep:
1. The manufacturer or brand owner (if established within the EU).
2. An importer established within the EU.
3. A designated EU-based Authorized Representative appointed in writing by the manufacturer or brand.
4. An EU-based fulfillment service provider.
If the manufacturer or importer is not established in the EU, it is strongly recommended that the exporter appoint a suitable EU-Rep.
