Introduction to ASTM F1821 Standard

ASTM F1821 Standard Consumer Safety Specification for Toddler Beds

Scope of ASTM F1821

If toddler beds fail to comply with safety specifications, they are extremely prone to safety hazards, leading to infant suffocation. ASTM F1821 aims to reduce entrapment hazards within the headboard structure, between the guardrails and side rails, and in the mattress support system of toddler beds to prevent suffocation. In addition, it addresses the issue of corner post extensions to prevent children's pacifier cords, ribbons, necklaces, or clothing from being snagged. The CPSC standard 16 CFR 1217 requires that every toddler bed shall comply with all applicable provisions of ASTM F1821-19.


Definition of ASTM F1821 Toddler Beds

A toddler bed is defined as a bed designed for children of at least 15 months of age, suitable for accommodating a standard crib mattress with a length of 1310 mm and a width of 690 mm, supporting children weighing no more than 50 pounds to enter and exit freely.


ASTM F1821 Mattress Retention Test

Before beginning the test, secure the mattress to ensure that the bed frame does not move during the testing process. The ASTM F1821 Mattress Retention Test primarily includes the horizontal push test, gap test, wedge load test, and plywood pressure test:

  • Horizontal Push Test: Using a rigid circular disk with a diameter of 76 mm, apply a horizontal force of 22 N to the vertical midpoint of the mattress edge, apply the force for 5 seconds, and maintain it for 30 seconds.

  • Gap Test: Following the horizontal push test, use a rounded-tip probe with a diameter of 5 mm and a length of 150 mm to test whether the horizontal gap is sufficient for passage.

  • Wedge Load Test: If any gap is found during or after the gap test, insert a wedge in the most unfavorable direction, apply a load of 17.7 kg, apply the load for 5 seconds, and maintain it for 30 seconds.

  • Plywood Pressure Test: Place a 19 mm thick piece of plywood measuring 76 × 183 mm on the mattress, apply a vertical force of 220 N, apply the force for 5 seconds, and maintain it for 30 seconds.


ASTM F1821 Mattress Support System Testing

The ASTM F1821 Mattress Support System Test primarily includes the weight distribution test, end structure test, and drop impact test:

  • (1) Simulating parents and child together on the mattress to inspect the load-bearing capacity of the mattress support system: During the test, place a 19 mm thick piece of plywood measuring 480 × 940 mm on the mattress support system. Uniformly apply a mass of 136 kg to the plywood, apply the mass for 5 seconds, maintain it for 5 minutes, and then remove the mass.

  • (2) Simulating an adult sitting in the center of the mattress to inspect the stability and strength of the mattress support system: During the test, place a 19 mm thick piece of plywood measuring 480 × 480 mm on the longitudinal centerline of the mattress support system. Uniformly apply a mass of 102 kg to the plywood, apply the mass for 5 seconds, maintain it for 5 minutes, and then remove the mass. Repeat this test on the other end structure of the bed.

  • (3) Simulating a five-year-old child jumping to examine the durability of the mattress support system under repeated impacts: During the test, place the test mattress on the bed, and place a 305 mm piece of plywood in the center of the mattress support system. Drop a 22.7 kg mass from a height of 305 mm 100 times, with an interval of 4 seconds between each drop.


ASTM F1821 Marking and Labeling Requirements

Marking Requirements:

  • (1) Manufacturer Information: Including name, business address, and contact information.

  • (2) Product Identification: Model number or stock number, and a code identifying the date of manufacture.

  • (3) Modifications: The model number must be updated when significant structural or design modifications are made.

Decorative Label Requirements:

Decorative labels do not fulfill the marking requirements.

Retail Packaging Information Requirements:

  • (1) Age and Weight Limits: Minimum age of 15 months, maximum weight of 50 pounds (22.7 kg).

  • (2) Mattress Specifications: Full-size crib mattress, with minimum dimensions of length 1310 mm × width 690 mm, and a thickness of 100 mm or greater.

Warning Statement Requirements:

  • (1) Visibility: Warnings must be permanent, have clear color contrast, and be visible when the mattress is removed.

  • (2) Text Size: The height of the word "WARNING" must be at least 5 mm; the height of other text must be at least 2.5 mm.

Additional Warning Requirements

  • (1) Dimensions and thickness of the mattress.

  • (2) Use of guardrails to prevent gaps.

  • (3) Avoid placing the bed near windows or hanging cords.
