Core Summary: In today's climate of increasingly strict global safety regulations for baby and children's products, the compliance and quality of infant bedding have become a core threshold for brands expanding overseas. To this end, the American Society for Testing and Materials (ASTM) released the ASTM F1917-20 standard to regulate infant bedding. Facing strict reviews from platforms like Amazon and Temu, along with high-frequency recalls by the CPSC, compliance is not merely a market entry requirement, but a brand's solemn commitment to infant safety. It safeguards sleep safety through standards and wins long-term trust through professionalism.

Policy Background and Applicable Scope

ASTM F1917 is a consumer safety performance specification for infant bedding and related accessories. It pays special attention to the design, structure, materials, and labeling requirements of accessories such as mattresses, crib bumpers, and crib skirts. It aims to reduce injuries caused by infants using non-compliant products and ensure safety hazards are minimized when infants use these products.

Applicable Product Scope:

Various bedding and accessories designed for infant nurseries, including fitted sheets, blankets, crib skirts, crib drapes, bedspreads, crib curtains, pillows, mattress covers, diaper storage bags, fabric wall decor, crib bumpers/liners, and quilts.

Exempted Products:

Infant bedding that does not meet the standard requirements and other crib accessories that do not comply with the ASTM F1917-20 standard.

Detailed Explanation of Core Regulatory Requirements

Test Standard Requirements

1. Thickness Measurement of Vinyl Materials

Conducted using a paper thickness gauge, taking points at four locations on the material. Measure once at each end and twice near the middle area to ensure data representativeness and accuracy.

  • Test Requirements:
    When the product is installed according to the manufacturer's recommended use, the nominal thickness of the unsupported vinyl material accessible to the infant must not be less than 0.30 mm.

2. Thickness Test for Crib Bumpers/Liners

Adjust the opening side of the test fixture to a horizontal position, insert the sample so it protrudes slightly, and suspend a 5-pound weight. The test must be conducted in the unwashed state and after three washes.

3. Strength Test for Attachment Devices

Use a force gauge or equivalent equipment to apply a 20-pound vertical pull to the attachment point and hold for 10 seconds. When multiple attachment components share the same attachment point, test them as a whole. The attachment device must not detach completely, but partial detachment is allowed.

  • Test Requirements:
    The attachment device must not detach completely from the crib bumper/liner, but partial detachment or tearing is permitted.

4. Firmness Test for Crib Bumpers/Liners

  • Conduct the test in unwashed and post-wash states;

  • Samples must be conditioned for 48 hours in an environment at 23°C and 50% humidity;

  • Gently shake the bumper/liner and let it rest for 5 minutes;

  • Place it flat, test surface facing up, on a horizontal, sturdy test bench, and conduct the firmness test after securing it;

  • Conduct a firmness test at each test point, ensuring the base plate is level, and slowly lower the test fixture until it is supported by the sample, slightly adjusting the base plate if necessary.

  • Test Requirements:
    If the probe arm touches the test fixture at any test point, the firmness at that point is judged as non-compliant.

Compliance Operation Steps

Step 1: Product Classification and Scope Confirmation

First, confirm whether the infant bedding meets the requirements of ASTM F1917-20 and whether it falls within the standard scope. Clarify the model and specifications of the infant bedding that need testing.

Step 2: Prepare Test Samples

According to the specific requirements of the laboratory, it is usually necessary to prepare 3-5 complete samples or samples meeting the size requirements.

Step 3: Conduct Testing and Obtain the Report

The laboratory conducts various safety tests according to the requirements of the ASTM F1917-20 standard. The entire testing cycle generally takes about 5-10 working days. After all tests are completed, you will receive a detailed test report.

Step 4: Prepare Compliance Documents

After testing is completed, gather all related compliance documents, including the test report issued by the laboratory, clear photos of the physical product labels, the declaration of compliance, and other related materials. Carefully check them to ensure the documents meet the relevant requirements of the US CPSC.

Step 5: Platform Submission and Tracking

Submit the organized compliance documents through the compliance management system of the platform you intend to enter (such as Amazon, Temu, etc.). After submission, promptly track the review progress. If issues arise during the review process, supplement or modify the materials in a timely manner to ensure the product successfully passes the compliance review and is listed for sale normally.

Frequently Asked Questions (FAQ)

Q1: Does each style of infant bedding need to be tested separately?

A1: No. If the design plans, materials used, and product structures of multiple infant bedding products are the same, they can be combined and tested as a series; if the products have significant differences in design, materials, or structure, it is recommended to test them separately to avoid affecting the pass rate of the review.

Q2: How long is the test report valid?

A2: Generally speaking, the test report is valid long-term as long as the product itself has not undergone changes in design, materials, or structure. However, some platforms may require it to be updated every 3 years, especially when the ASTM F1917-20 standard or related regulations are updated.

Q3: What should I do if I miss the submission deadline?

A3: If you accidentally miss the deadline, the product may be temporarily removed from the shelves. It is recommended to prepare and submit the relevant materials in advance as much as possible.

Q4: What is the approximate cost of testing?

A4: It mainly depends on the complexity of the product (such as whether there are special designs, the number of accessories) and the specific test content.

Final Reminder:

Safeguarding infant sleep safety is an undeniable responsibility of a brand. Strictly following the ASTM F1917-20 standard and comprehensively controlling risks from design and materials to structure is not only the foundation of product compliance but also the key to winning consumer trust and enhancing brand competitiveness.
