ASTM F1967 Standard Consumer Safety Specification for Infant Bath Seats

What is the ASTM F1967 Standard?

ASTM F1967 is a standard specification concerning the safety of infant bath seats. This standard aims to reduce the risk of injury or death resulting from the use and potential misuse of these products. ASTM F1967 covers testing in multiple aspects, including latching mechanisms, protective components, label permanence, stability, static load, suction cup tests, leg openings, markings, and instructional literature. Ensuring that infant bath seats meet the ASTM F1967 safety standard helps protect infants from the risk of injury.

Scope of ASTM F1967

ASTM F1967 applies to infant bath seats, which refer to articles used in a bathtub, sink, or similar bathing enclosure that provide support, at a minimum, to the front and back of a seated infant while being bathed by a caregiver.

Note: This does not include products designed or intended to retain bathing water.


ASTM F1967 General Safety Requirements for Infant Bath Seats

  • Hazardous Sharp Edges or Points: Ensure the product has no hazardous sharp edges or points before and after testing, complying with relevant safety standards.

  • Small Parts: The product shall not release any small parts that may pose a choking hazard before and after testing.

  • Lead in Paint: All paints and surface coatings must comply with lead-free safety standards.

  • Latching and Locking Mechanisms: Products equipped with a folding feature must incorporate an effective latching and locking mechanism to prevent accidental folding during use, ensuring safe operation.

  • Scissoring, Shearing, and Pinching Mechanisms: The product's design and construction should prevent scissoring, shearing, or pinching hazards to the user when parts move or interact.

  • Openings: Inspect any openings on the product to ensure they do not constitute an entrapment hazard or other safety risks.

  • Protective Components: The product design should account for child safety, avoiding parts where small hands could easily get trapped.

  • Toy Requirements: Toy accessories attached to, or sold with, the infant bath seat must comply with specific consumer safety specifications for toys.

  • Labeling Requirements: All warning labels must be securely attached, and the content must not detach or wear off during use, ensuring the continuous visibility of safety information.


ASTM F1967 Latching and Locking Mechanism

Test Method:

  • Install the product on the testing platform and apply a force of 45 lbf (200 N) in the specified direction 5 times, maintaining the force for 2 minutes.

  • Submerge the product in clear water at a temperature of 37.8 to 40.6°C, and then repeat the test.

  • Test the activation force of single-action and double-action release mechanisms at 45 N.

  • The mechanism durability test must be conducted for 2,000 cycles at a rate of 12 cycles per minute.

Acceptance Criteria:

After testing, the latching/locking mechanism shall remain in its functional position. Single-action release mechanisms must not release under a force of less than 45 N.


ASTM F1967 Protective Components

Test Method:

  • Submerge the product components in water at 100 to 105°F (37.8 to 40.6°C) for 20 minutes.

  • Torque Test: Apply a torque of 0.4 N-m in both clockwise and counterclockwise directions, maintaining each for 10 seconds.

  • Tension Test: Apply a tensile force of 67 N, maintaining it for 10 seconds.

Acceptance Criteria:

The components shall not detach, break, or sustain damage, and no part of the product may be removed or released.


ASTM F1967 Permanence of Labels and Warnings

Test Method:

Submerge the labels in water at 37.8 to 40.6°C for 20 minutes, then dry them at 23°C and 50% relative humidity for 24 hours. Test the label's adhesion using the "cross-cut tape test."

Acceptance Criteria:

Paper labels shall not be removed without the use of tools, or attempting to remove them should damage the label or the substrate. Non-paper labels shall not be removed without the use of tools, or attempting to remove them should damage the substrate.


ASTM F1967 Stability

Test Method:

  • Install the product on a smooth enamel bathtub surface.

  • Fill with water to a depth of 51 mm from the seating surface.

  • Apply a horizontal force of 76.5 N to the top of a 25 x 6 mm flat aluminum bar, aligned horizontally with the center of the bath seat, maintaining the force for 10 seconds.

  • Repeat the test 3 times, adjusting the product's position in 90° increments each time.

Acceptance Criteria:

If the tilt angle of the seat exceeds 12° during the test, or if the product tips over or deviates from its original position, it is considered a failure.


ASTM F1967 Static Load Test

Test Method:

Apply a weight of 13.6 kg to the center of the product's seat using an HDPE (High-Density Polyethylene) block measuring 150 mm in length and width, and 19 mm in thickness. Maintain the weight for 20 minutes.

Acceptance Criteria:

The product shall not break, deform, or lose functionality.


ASTM F1967 Suction Cup Tests

Test Method:

Submerge the product in water at 37.8 to 40.6°C for 20 minutes. Then conduct the following tests:

  • Suction Cup Test 1: Apply a tensile force of 111 N to the suction cup, maintaining it for 10 seconds.

  • Suction Cup Test 2: Install the product on the bathtub surface and apply a vertical tensile force of 111 N at the center, maintaining it for 10 seconds.

  • Durability Test: The product shall undergo 2,000 repeated installation and removal cycles.

Acceptance Criteria:

The suction cups shall not detach, sustain damage, or break away from the product or the testing platform.


Leg Openings

Test Method:

Test the size of the product's leg openings and the potential for infant entrapment. Insert the probe into each opening of the product in the most adverse orientation. Apply a force of 67 N for 10 seconds. Apply a downward force of 44 N to its 25 mm perimeter using the probe, maintaining it for 10 seconds.

Acceptance Criteria:

If the probe can pass through the opening, or if the 1-inch (25 mm) perimeter of the shoulder probe makes contact with the seating surface, it is considered a failure.
