ASTM F2050 Consumer Safety Specification for Hand-Held Infant Carriers

What is the ASTM F2050 Standard?

ASTM F2050 is the safety standard for hand-held infant carriers. A hand-held infant carrier refers to a freestanding product with rigid or semi-rigid sides, intended to carry an occupant whose torso is completely supported by the product, thereby facilitating transportation by a caregiver using a handle or handles. The U.S. Consumer Product Safety Commission (CPSC) published 16 CFR 1225, which incorporates the ASTM F2050 safety specification for hand-held infant carriers. Manufacturers should strictly adhere to 16 CFR 1225 to ensure that the manufactured products (infant carriers) fully comply with all requirements of ASTM F2050.


Scope of ASTM F2050

ASTM F2050 applies to hand-held infant carriers.

General Requirements of ASTM F2050

  • No Hazardous Sharp Edges or Points: In accordance with 16 CFR 1500.48 and 16 CFR 1500.49, the product shall not have any hazardous sharp edges or points before and after testing to comply with consumer safety specifications.

  • No Small Parts: In accordance with 16 CFR 1501, the product shall not have any small parts prior to testing, and no small parts shall be generated during the testing process.

  • Compliance with Lead Regulations: The product must comply with the relevant provisions of 16 cfr 1303.

  • Wood Parts Requirements: Prior to testing, any exposed wood parts must be smooth and free from splinters.

  • Openings Regulations: There are specific regulations for holes or slots in the product, located in the manufacturer's recommended use position, that are accessible to fingers or toes and extend entirely through a wall section of rigid material less than 0.375 inches thick.


Other Requirements of ASTM F2050

  • Prevention of Shearing and Pinching Injuries: When in the manufacturer's recommended use position, the product shall be designed and constructed to prevent shearing and pinching injuries caused by the relative motion of components, and it must meet relevant dimensional requirements.

  • Exposed Coil Springs Regulations: There are corresponding regulations for exposed coil springs that are accessible to the user and can generate a gap of 0.210 inches (5.33 mm) or greater during testing.

  • Labeling Requirements:

  • Warning Labels: Whether paper or non-paper, labels must be permanently attached and comply with clauses 7.5.1 through 7.5.3.

  • Warning Statements: Must be printed directly on the product's surface and comply with relevant standards.

  • Toy Accessories Regulations: Toy accessories are not permitted if they can detach during testing, be swallowed by a child, or if their method of attachment does not comply with the ASTM F963 safety standard.

  • Protective Components Regulations: There are specific regulations for components that can be grasped by a child (e.g., between the thumb and forefinger, or between teeth), components used for protection, as well as the gaps between these components.


Test Methods of ASTM F2050

Carrying Handle Automatic Locking Test

Secure the carrier according to the manufacturer's instructions without a dummy. Place the dummy into the carrier and position it appropriately. Starting with the handle locked in the designated position, unlock and slightly rotate the handle backward to an unlocked position near the designated position; if the handle remains unlocked, conduct the test in this position. If the product permits, repeat the above operation by rotating the handle slightly forward to an unlocked position near the designated position and test.


Carrying Handle Integrity Test

  • Handle/Latch Pre-conditioning Cycle: Secure the carrier to the test platform. Apply an oscillating force in the front-to-back direction to the handle at a frequency of 30-60 cycles per minute, for 1000 cycles.

  • Forward-facing Handle Durability Test: Secure the dummy in the carrier. Pull the dummy's legs forward. Suspend the carrier by the handle, determine the tilt, and maintain it for 15 minutes. After pulling back the pad, attach a 1.2-pound test device, and drop the device from a height of 8 inches, repeating this 50 times.

  • Rearward-facing Handle Durability Test: Similar to the forward-facing test, but pull the dummy's head and torso backward. The remaining operations are identical.


Slip Resistance Test

Use a high-pressure laminate of unspecified color, with a thickness of not less than 3/4 inch. Install it on a flat surface according to the manufacturer's instructions, avoiding the use of products that might affect the laminate's performance. Clean the laminate surface and incline it at a 10° angle. Clean the anti-slip pads inside the carrier, place the newborn dummy into the carrier, and secure it. Set the carrier handle in the appropriate position. Place the carrier on the inclined surface in forward, sideways, and rearward orientations, maintaining each orientation for one minute.


Removal of Protective Components Test

  • Torque Test: Apply a 3 pound-inch torque to the protective component, gradually applied over 5 seconds. Maintain for 10 seconds after reaching either a 180° rotation or the 3 pound-inch torque limit, and then repeat in a counterclockwise direction.

  • Tension Test: Apply a 15-pound pulling force to the protective component, gradually applied over 5 seconds, and maintain it for 10 seconds.


Permanency of Labels and Warnings Test

  • Paper Labels: Attempt to remove them without the aid of tools or solvents. If the label cannot be removed, or if it tears or damages the applied surface during removal, it is considered permanent.

  • Non-paper Labels: Similarly, attempt to remove them without the aid of tools or solvents. If the label cannot be removed or if it damages the applied surface, it is considered permanent.

  • Sewn-in Warning Labels: Apply a 15-pound pulling force. If the label does not detach, it is considered permanent.

  • Adhesion Test for Warnings Applied Directly to the Product's Surface: Use a specific tape test method to test each location where a warning is applied.


Restraint System Test

  • Securing Carrier Test: Apply a 35-pound force to a single attachment point of the restraint system, gradually applied over 5 seconds, and maintain it for 10 seconds. Repeat 5 times for each attachment point, with an interval of no more than 2 seconds between each application.

  • Dummy Placement Test: Place the dummy into the carrier and engage the restraint system. Apply a 35-pound horizontal pulling force to the dummy's legs, gradually applied over 5 seconds, and maintain it for 10 seconds. Repeat 5 times, with an interval of no more than 2 seconds between each application.
