As the weather gets hotter, the market demand for fans—a common household appliance—continues to grow. This mainly covers categories such as household stand fans, desk fans, wall fans, ceiling fans, small USB fans, industrial fans, and wireless smart fans. Different countries and regions have mandatory compliance requirements for their electrical safety, electromagnetic compatibility (EMC), energy efficiency, environmental protection, and mechanical protection.
In the era of cross-border e-commerce, the export of home appliances has become a significant trend. Do you want your electric fans to sell well both domestically and internationally? How much do you know about the fan certification standards of various countries? This article integrates the export certification standards, mandatory regulations, testing basis, and special compliance key points for fans in mainstream global markets. It is highly applicable for foreign trade shipments, e-commerce platform onboarding, customs declaration and inspection, and product compliance qualifications. It is highly recommended that sellers save this!
Household fans sold domestically (stand fans, desk fans, ceiling fans, wall fans, etc.) belong to the CCC mandatory certification catalog products and must obtain a CCC certificate. Products manufactured strictly for export can be exempted from CCC but require an export test report.
Mandatory Certification: Must pass GB safety and electromagnetic compatibility standards.
Certification Standards:
Safety: GB 4706.1 (General Home Appliances) + GB 4706.27 (Particular requirements for fans)
Electromagnetic Compatibility (EMC): GB 17625.1 (Harmonics) + GB/T 13837 (Radiation)
Fans exported to the EU must obtain CE certification, which is a legally mandatory market access certification. Without the CE mark, customs clearance and market sales are prohibited. It covers multiple directives including low voltage safety, electromagnetic compatibility, and environmental protection.
Prerequisites for Certification: LVD + EMC + RoHS + ERP Energy Efficiency Directives
CE-LVD Directive:
Low Voltage Directive (LVD) 2014/35/EU: Controls product electrical safety, electric shock prevention, insulation, temperature rise, and mechanical protection.
LVD Safety Standards: EN 60335-1 + EN 60335-2-80 (Safety of household and similar electrical appliances - Particular requirements for fans).
CE-EMC Directive:
Electromagnetic Compatibility Directive (EMC) 2014/30/EU: Controls product electromagnetic interference and anti-interference performance to avoid affecting surrounding electronic devices.
EMC Standards: EN 55014-1, EN 55014-2 (Electromagnetic compatibility for household appliances - Emission and Immunity).
RoHS Directive 2011/65/EU: Limits the content of hazardous substances such as lead, mercury, and cadmium; a mandatory requirement for environmental compliance.
ERP Energy Efficiency Directive: Household stand fans, desk fans, and ceiling fans must comply with the EU's ERP energy efficiency standards, meet energy consumption limits, undergo mandatory energy efficiency registration, and affix energy efficiency labels. Non-compliant products are prohibited from circulation.
Compliance Notes: Ordinary plug-in fans can adopt the Declaration of Conformity (DOC) model; high-power and industrial fans require testing and certification by a third-party agency. Product nameplates and manuals must clearly indicate the CE mark, model, parameters, and manufacturer information, strictly complying with EU labeling regulations throughout the entire process.
Core Mandatory Certification: UKCA Certification
Following Brexit, the UK no longer recognizes purely CE certification. All fan products entering the UK market must obtain mandatory UKCA certification, replacing the former CE access qualification.
Certification Standards (Consistent with EU standards): EN 60335-1, EN 60335-2-80, EN 55014 series.
Compliance Notes: The UKCA mark must be clearly marked on the product body or packaging and cannot be vaguely affixed. Technical files and test reports must be retained for spot checks by UK regulatory authorities. This is a prerequisite for onboarding UK sites such as Amazon and eBay.
(1) FCC Certification (Mandatory EMC)
① Standard wired fans (no wireless functionality): Implement fcc part 15B SDOC (Supplier's Declaration of Conformity), testing for electromagnetic interference.
② Smart wireless fans (Bluetooth, WiFi): Implement FCC Part 15C. Must apply for fcc id registration and certification; self-declaration is not allowed.
(2) UL Safety Certification (Platform Mandatory / Market Necessity)
Cross-border platforms such as Amazon US, Temu, and SHEIN strictly require UL reports. Products without UL reports are prohibited from being listed for sale, making it the core compliance threshold for the North American market.
① Specific Standard: UL 507 (Specific safety standard for electric fans, covering temperature rise, insulation, mechanical protection, and abnormal operating condition tests).
② Battery-powered fans: Must additionally comply with UL 1642 (Cell safety) and UL 2054 (Battery pack safety).
(3) DOE Energy Efficiency Certification
Household stand fans, desk fans, and ceiling fans must comply with the US DOE energy efficiency standards, meet energy consumption limit requirements, and undergo mandatory energy efficiency registration. Non-compliant products are prohibited from circulation.
Mandatory ic certification (Electromagnetic compatibility, benchmarking FCC) + CSA Safety Certification. The implementation standards are common with the US UL 507 standard.
Certification Items: pse certification (Diamond/Circle) + meti registration
Diamond PSE (Mandatory Third-Party Certification): Applicable to the vast majority of plug-in household fans and high-power fans, subject to strict controls.
Circle PSE (Self-Declaration): Applicable to low-power simple USB fans and low-voltage small fans.
Certification Standards: JIS C 9607, JIS C 0950:2021. Requires passing special tests such as voltage dips, overloads, anti-pinch, and abnormal temperature rise.
Certification Items: rcm certification (AS/NZS 60335 Series)
The rcm compliance mark is universally used in Australia and New Zealand. It integrates electrical safety and EMC (electromagnetic compatibility) and is the sole market access certification.
Certification Standards: AS/NZS 60335-1, AS/NZS 60335-2-80 (Specific home appliance safety standards for Australia and New Zealand), AS/NZS CISPR 14 (EMC standard).
Compliance Notes: Requires an Australian local registration number, to be registered by the responsible compliance party. Products must be marked with the RCM logo and certification number. High-voltage appliances require annual audits.
Certification Items: GCC G-mark Certification + SASO Certification + CB Report
The seven Gulf countries uniformly implement the mandatory G-mark certification. The Saudi market additionally requires SASO certification and SABER system registration, which are the core credentials for customs clearance in the Middle East.
Certification Standards: GSO IEC 60335-1, GSO IEC 60335-2-80 (Safety); GSO IEC 61000 (EMC).
Compliance Notes: A CB test report must be provided to facilitate certification conversion. Product labels must be bilingually marked in Arabic + English. For shipments to Saudi Arabia, product information must be entered into the SABER system in advance to obtain a customs clearance certificate.
Certification Items: kc certification (Integration of Safety + EMC)
All fan products marketed and sold in South Korea must obtain mandatory KC certification, which strictly integrates both electrical safety and electromagnetic compatibility testing; neither can be omitted.
Certification Standards: Safety Standards: KC 60335-1, KC 60335-2-80; EMC Standards: KC 61000 Series.
Compliance Notes: The KC mark must be printed on the product, packaging, and manual. South Korea implements an energy efficiency rating label system; fans must be labeled with the corresponding energy efficiency rating. Non-compliant products are prohibited from circulation.
