As major e-commerce platforms mandate an EU Responsible Person / UK Responsible Person, many sellers encounter obstacles during product uploads, such as EU Responsible Person binding, uploading non-branded / non-CE products, and uploading products from multiple manufacturers/brands. What is an EU Responsible Person / UK Responsible Person?

An EU Responsible Person (European Authorised Representative) is a natural or legal person within the EU who is formally authorized by a manufacturer to fulfill obligations under EU regulations.

A UK Responsible Person (UK Authorised Representative) is the corresponding entity within the UK, responsible for complying with UK regulations.

Most non-food consumer products require an EU Responsible Person to act on behalf of the manufacturer before being placed on the EU market.

 

Who can act as an EU / UK Responsible Person?

1. A manufacturer registered within the EU / UK.

2. An importer registered within the EU / UK.

3. A company registered within the EU / UK, formally designated as an authorised representative by the manufacturer / brand.

4. A service provider registered within the EU / UK responsible for product distribution.

 

Relationship Between gpsr and EU Responsible Person

Since July 2021, the EU has required CE-marked products to display EU Responsible Person information. Following the implementation of GPSR, this requirement extends to general products that do not require ce marking.

Non-compliance may result in product removal, heavy fines, and sales bans.

The EU Responsible Person is part of the GPSR compliance framework. A gpsr label must include four elements:

1. EU Responsible Person information (usually provided by professional service providers)

2. Manufacturer information (provided by the seller)

3. Safety warnings (prepared by the seller)

4. Product type / traceability code (e.g., EPR registration number)

Note: GPSR applies only to the EU. After Brexit, products sold in the UK require a separate UK Responsible Person and must comply with ukca marking requirements.

 

Upload Steps for EU / UK Responsible Person on Major Platforms

① Amazon

Go to Account Health → Scroll down and select Manage Your Compliance → Click Add Compliance Information in the top-right corner.

Upload Responsible Person, manufacturer, and safety warning details.

 

② TEMU

In Seller Center, go to Compliance Center on the left → Select Agent Information Declaration → Click Add New Agent Information Declaration.

Fill in EU Responsible Person / UK Responsible Person details and confirm.

 

③ AliExpress

Guide to Uploading EU / UK Responsible Person Information & Signing Agreements

1. Entity Information Completion Standards

 Corporate stores: Registered under a company name. Chinese name must match the business license; English name must match platform registration.

 Individual stores: Registered under an individual name. Chinese name is the ID card name; English name is the pinyin of the full name.

 

2. Product Information Requirements

Enter the specific product name (e.g., “Wireless Bluetooth Earphones”).

Avoid general category terms such as “general merchandise” or “accessories” to prevent review failure.

 

3. Signing and Uploading Authorization Agreements

 Signing: Print the full agreement. Corporate stores require signature and official seal; individual stores require handwritten signature and fingerprint.

 Uploading: Use a scanner or high-definition scanning software to save pages as a single PDF or multiple images.

Do not use photos or long spliced screenshots. Ensure content is clear and complete.

Can one EU Responsible Person cover all EU countries?

A: Yes. A valid EU Responsible Person covers all 27 EU member states.

 

What are the risks of not registering an EU Responsible Person?

A: Goods detained, platform delisting, fines, and even sales bans.

 

When should I apply for an EU Responsible Person?

A: It is recommended to complete the process before product launch to avoid subsequent risks.

A: Most platforms only allow one manufacturer entry. It must match packaging and platform registration.

A: Toys and electronic products are strictly inspected; CE certification is recommended to reduce risks.
