Following Brexit, a series of changes have emerged between the UK and the EU, and the ce mark has gradually become unrecognized in the UK, to be replaced by the ukca mark.

While the existing CE market requirements and certification processes for the 27 EU member states remain unchanged after Brexit, the UK market will implement a new product conformity marking scheme.

Similarly, the EU Responsible Person will no longer be recognized in the UK market, though it will continue to apply in countries outside the UK. Cross-border e-commerce sellers are required to appoint a UK Responsible Person.

What is a UK Responsible Person?

UK Responsible Person, short for the UK Authorised Representative, refers to a natural or legal person based in the UK who is responsible for products bearing the CE/ukca mark sold in the UK by non-UK-based sellers.

Performing the same role as an EU Responsible Person, this entity may carry out specific duties on behalf of non-UK manufacturers as required by relevant UK regulations and legislation.

Functions of a UK Responsible Person

1. After obtaining ukca certification, products must display the UKCA logo on the packaging, along with the company name and address of the UK Responsible Person. This confirms the product has passed safety certification and ensures traceability. Customers, customs authorities or UK government bodies may contact the UK Responsible Person directly for inquiries, who will act as a liaison to resolve issues.

2. When applying for certification, enterprises must prepare a complete set of English Technical Construction Files (TCF) as required by regulations, covering risk analysis, essential requirements checklists and more than ten other items, which is mandatory under UK law.

3. Establish an "accident prevention and surveillance system". Non-UK manufacturers must set up an effective system within the UK, with their authorised representative/UK Responsible Person assisting in product incident reporting, notifications, recalls and other related matters.

Information Required for UK Declaration of Conformity (UK DOC)

The information required for a UK Declaration of Conformity (UK DOC) is largely the same as that for an EU Declaration of Conformity (eu doc). It may vary by applicable regulation but generally includes:

(1) Name and address of the manufacturer (or their authorised representative);

(2) Serial number, model or type identification of the product;

(3) A statement confirming full responsibility for the product’s compliance;

(4) Details of the conformity assessment body (where applicable);

(5) Relevant regulations the product complies with;

(6) Name and signature of the signatory;

(7) Date of issue of the declaration;

(8) Supplementary information (where applicable).

Key Notes for Amazon UK Sellers

If you sell branded products of a company on Amazon UK, the UK will treat you as the domestic manufacturer of the product in the UK.

Before officially launching sales, you are responsible for verifying:

1. Whether the product bears relevant compliance markings, such as the CE safety mark;

2. Whether the product is accompanied by relevant documents, such as the DOC Declaration of Conformity, user instructions and safety information labels;

3. Whether the product displays the manufacturer’s and importer’s name, registered trade name or trademark, product type, batch or serial number, and contact address. If this is not feasible due to product size or material, the information may appear on packaging or user manuals, subject to local requirements;

4. As the manufacturer of the branded product, you must ensure the product is accompanied by a DOC Declaration of Conformity. This document may be uploaded during the Amazon pre-approval process when required.

UK Responsible Person Labelling Requirements

Products imported from outside the UK bearing the UKCA mark (with a one-year transition period for CE) must clearly print the name, address and other details of the manufacturer’s UK Responsible Person on packaging, labels and user manuals.

Such information must be easily identifiable, durable and permanently attached to the product or packaging (e.g. by printing or engraving).

1. Review and retain your technical documents to ensure product compliance; liaise with local authorities such as customs and supervisory agencies to submit materials.

2. Provide a UK company address for product outer packaging.

3. Assist in handling product-related issues.

4. Sign the DOC Declaration of Conformity.

5. Support subsequent product testing, certification and registration.

Registration Steps

1. Complete the UK Responsible Person application form and submit relevant documents.

2. Review technical documents within 3 working days (signing a UK Responsible Person agreement if approved; assisting with relevant testing if not).

3. Execute and return the UK Responsible Person agreement.

4. Issue the UK Responsible Person certificate within 1–3 working days.

Who Needs a UK Responsible Person?

1. Sellers distributing products within the UK;

2. Sellers offering products covered by CE and UKCA certification scopes;

3. Sellers whose product manufacturers are based outside the UK.

Note: In most cases, products bearing the CE or UKCA mark imported from the EU or outside the UK require an EU Responsible Person or UK Responsible Person respectively.

What is Amazon Declaration of Conformity (DOC)?

The Declaration of Conformity, commonly known as DOC certification, is a self-declaration of product safety compliance and a self-declaration module under CE certification.

To obtain DOC certification, your product must meet the stated standards and pass corresponding testing before a declaration or certificate can be issued and the CE mark applied for free circulation in the EU. In practice, you must first obtain a standard report meeting Amazon’s requirements, then complete a DOC certification and submit it to Amazon.
