Recently, the TEMU platform has
mandated that sellers complete Turkey Responsible Person compliance.

 

Pursuant to regulations effective April 1, any economic operator placing products covered by the regulation on the Turkish market must appoint an economic operator established in Turkey to fulfill statutory obligations. Otherwise, products will be denied market access.

 

Sellers planning to enter the Turkish market must appoint and register a Turkey Responsible Person. TEMU will strengthen enforcement starting in March.
How should sellers respond?

 

Turkey Compliance Guidelines

Turkey’s Regulation on Market Surveillance and Audit of Products Made Available on the Market via Remote Communication enters into force on April 1, 2025.

TEMU requires merchants to understand and comply with the Regulation to ensure product safety and compliance, including but not limited to:

 Labeling, packaging, instructions, and warnings

 Mandatory Turkey Responsible Person information

 Display of such information on product detail pages

1.1 Product Scope Requiring Turkish Economic Operator

From April 1, 2025, products listed on the Turkish Ministry of Commerce website and sold via remote communication must designate an economic operator established in Turkey.

 

1.2 Who Can Act as Economic Operator?

1. Manufacturer resident in Turkey

2. Importer (if manufacturer is not resident in Turkey)

3. Authorized representative resident in Turkey, appointed in writing by the manufacturer

4. Fulfillment service provider in Turkey:
A natural/legal person providing at least two of storage, packaging, address, and transportation services (excluding postal, parcel delivery, or freight forwarding), without owning the products.

 

1.3 Information Displayed on B2C Product Detail Pages

1. Economic operator details: name, registered business name/brand (Turkey-based manufacturer only), postal address, email

2. Turkish warnings, safety information, and conformity markings

3. Full product details: photos, type, specifications

4. Other legally required information

 

1.4 Information Displayed on Physical Product Labels

1. Manufacturer/importer details: name, trademark, full address (on product, packaging, or accompanying documents)

2. Product identification: model, batch, serial number (clearly legible)

3. Authorized representative details: name, trademark, contact & full address (clearly visible, non-misleading, non-erasable)

4. Fulfillment service provider details (if applicable): name, trademark, contact & full address

5. Turkish warnings, safety information, and conformity markings

6. Other legally required information

 

1.5 Risk Warnings & User Manuals

Manufacturers must implement risk prevention measures and provide end-users with necessary risk information in Turkish.

 

TEMU Platform Enforcement Timeline

The Turkey Responsible Person rule takes effect April 1, 2025.
TEMU will enforce registration and labeling compliance as follows:

Information Registration

 Feb 23: Turkey Responsible Person binding available (LAUNCHED)

 Mar 10: Incomplete info blocks new listings (manufacturer, ID, TR RP, safety warnings)

 Mar 30: Missing info → product removal from Turkey site

 

Physical Labeling

 Before Feb 28: Compliance center shows samples + upload portal (manufacturer + ID + TR RP + warnings)

 Mar 30 onwards:

 Sellers without Warehouse Labeling Agreement: mismatched/missing labels → blocked

 Sellers with Warehouse Labeling Agreement: warehouse will affix labels

 Existing inventory with mismatches (no agreement): removed Mar 30–31

 

How Sellers Complete Turkey Responsible Person Compliance

Sellers must promptly appoint a Turkey Responsible Person.

Steps After Appointment:

1. Register TR RP Information in TEMU Backend
Declare manufacturer details. For non-Turkish manufacturers, submit:
Importer / Turkey Responsible Person / Fulfillment Service Provider
Info must match physical goods: manufacturer, ID, TR RP, safety warnings (same as gpsr)

2. Sign Warehouse Labeling Agreement
Allows warehouse to affix labels if physical labels mismatch registration.

3. Create Labels & Upload Photos
Print TR RP info on labels, upload labeled product images to complete compliance.

Turkey Responsible Person requirements are similar to EU/UK RP.
