How to get a UL 9990 Test Report?

Amazon US has introduced a UL 9990 certification standard for Type-C cables, requiring all data cables sold on the platform to pass this certification. Otherwise, they will be delisted. This policy mandates that all Type-C data cables must submit a qualified test report issued by a laboratory accREDited under ISO 17025/ILAC ISO 17025. It is expected that other platforms, such as Temu, may adopt similar requirements in the future.

 

UL 9990 Test Requirements

Currently, Amazon US requires USB data cables to provide a UL 9990 test report, which consists of five key tests:

 

- Power cord tensile test

- Bending test

- Standard temperature test

- Insulation withstand voltage test

- Fault current test

 

The complete UL 9990 test scope includes seven major tests:

- VW-1 flame test

- 12mm flame test

- Power cord tensile test

- Bending test

- Standard temperature test

- Insulation withstand voltage test

- Fault current test

 

Since UL 9990 applies to finished products, cables must first pass the VW-1 (UL 2556 standard) and 12mm (UL 746 standard) flame tests before receiving certification. Once approved, the corresponding rating can be printed on the cable.

 

The United States has strict safety regulations, and domestic electronic manufacturers have long been required to meet stringent safety standards. Amazon is responsible for ensuring that international sellers provide the necessary safety reports. If a seller fails to submit a UL-standard test report, Amazon will require them to halt sales.

 

To mitigate potential safety risks, UL has developed the UL 9990 safety standard for cables that:

- Transmit data

- Supply power or charge devices in circuits not exceeding 60VDC, 8.0A, or 100W

 

Difference Between UL certification and a ul test report

A UL Certification requires both product testing and factory inspection, with quarterly audits. This process is costly and time-consuming.

 

A UL Test Report, on the other hand, is issued after the product passes the necessary tests according to the relevant UL standards. It does not require factory inspection, making it more affordable and faster to obtain.

 

Since Amazon requires a UL 9990 test report rather than full UL certification, sellers only need to pass the UL 9990 test and submit the report to Amazon for approval.

 

Process for Obtaining a UL 9990 Test Report

1. Define the Test Scope

Before starting the UL 9990 test, manufacturers should:

- Evaluate the product, ensuring clarity on its type (e.g., cable, connector) and application.

- Confirm the applicable UL 9990 standard and specific testing requirements.

 

2. Choose a Testing Laboratory

- Select a UL-authorized laboratory to conduct the test, such as JJR Laboratory in China.

- Ensure the chosen lab is recognized to guarantee valid test results.

 

3. Submit the Application

- Complete an application form, providing product details and technical specifications.

- Pay the required testing fees, which vary based on product complexity.

 

4. Prepare the Sample

- Gather the required number of samples as specified by UL standards.

- Send the samples to the designated testing laboratory.

 

5. Conduct Testing

- The laboratory performs UL 9990-compliant safety and performance tests.

- If the product fails, necessary modifications must be made, followed by a retest.

 

6. Report Review

- Data verification: The testing institution reviews and validates the results.

- If the test is successful, the UL 9990 test report is issued.

 

7. Obtain the Report

- Receive the electronic or paper copy of the UL 9990 test report.

- Submit the report to Amazon US to comply with platform requirements.

 

By following this process, sellers can ensure that their Type-C cables meet UL 9990 standards, avoid delisting, and continue selling on Amazon US and other platforms.
