① This standard will be implemented mandatorily starting from August 1, 2015.
② After the implementation of the standard, all lithium battery products must comply with the requirements of GB 31241.
③ Following the mandatory enforcement of the new national standard, increasingly stringent supervision is expected. National, provincial, and municipal random inspections will adopt the requirements of the new national standard in their new sampling schemes.

1. Type Test
○ Valid for 1 year, with a review requiRED before expiration.
2. Type Test + Initial Factory Inspection + Post-certification Supervision
○ Certificate is valid for a long term.
3. Type Test + Post-certification Supervision
○ Certificate is valid for a long term, subject to post-certification supervision.
1. Unit Division Principles
① MULtiple models can be included in a single certificate to save testing costs. (Refer to the implementation rules for specific division principles.)
② Batteries and battery packs shall be classified into different certification units.
③ Products from different manufacturers, production plants, or production sites shall be classified into different certification units.
2. Unit Division Principles and Sample Submission Quantity
3. Key Points of Factory Inspection: Factory Quality Assurance Capability & Product Consistency Inspection
(1) Factory Quality Assurance Capability Inspection
Conducted in accordance with CQC/F001-2009 Requirements for Factory Quality Assurance Capability for CQC Mark Certification and Annex 2 Requirements for Factory Quality Control and Testing for Safety Certification of Secondary Batteries and Battery Packs for Portable Electronic Devices.
(2) Product Consistency Inspection
During factory inspection, the consistency of the products applying for certification shall be inspected on the production site, with a focus on the following aspects:
a. The labeling of certified products shall be consistent with the information indicated in the type test report.
b. The structure of certified products shall be consistent with that described in the type test report.
c. The key components used in certified products shall be consistent with those specified in the type test report.
d. During factory inspection, at least one sample of each product from each manufacturer shall be taken on the production site for consistency inspection.
4. Review and Post-certification Supervision
(1) Review (Applicable only to Certification Mode 1)
a. Submit a review application 3 months before the expiration date.
b. When conducting a review, the applicant can independently choose one of the two review modes:
- Re-conduct the type test; upon passing the CQC review, the validity period of the certificate will be extended by one year.
- Undergo a review factory inspection conducted in accordance with the requirements of the initial factory inspection; upon passing the CQC review, the certification certificate will be valid for a long term.
(2) Post-certification Supervision
a. Certificates under Certification Mode 2 and Mode 3 are valid for a long term, and their validity is maintained through regular supervision.
b. For Certification Mode 3, the first supervision inspection shall be carried out within 3 months after obtaining the certificate. If it is not completed within 3 months, the corresponding valid certificate shall be suspended.
5. Changes to Certified Products
When the content on the certificate changes, or when there are changes in the safety-related design, structural parameters, appearance, key components/raw materials of the product, or when other matters specified by CQC change, the certificate holder shall submit an application to CQC.
Changes that meet the requirements will be approved. In case of reissuing a new certificate, the number and approval effective date of the new certificate shall remain unchanged, and the certificate replacement date shall be indicated.
① Cycle: 35 working days from sample collection to certificate issuance (free sampling).
② Application Fee, Certificate Fee, Factory Inspection Fee: For details, please consult the business department.
③ Testing Fee: Charged based on the unit division and actual testing items.
