The NTC (National Telecommunications Commission) of the Philippines enforces mandatory access control on wireless communication devices under the Radio Control Law. Any product with wireless functionality—such as Bluetooth, Wi-Fi, or cellular networks—must be certified by the NTC before it can be sold in the Philippines.
All wireless communication devices require mandatory certification. These are classified into three main types based on functionality:

Certificate Number Format: `ESD-RCE-xxxxxx`
2. GEC (General Equipment Certification):
Applies to devices that integrate WLAN (such as mobile phones) or WWAN modules (4G/5G).
Certificate Number Format: `ESD-GEC-xxxxxx`
3. CPE (Customer Premises Equipment):
Applies to wired devices that connect to public telecom networks, including telephones, modems, satellite set-top boxes, etc.
Certificate Number Format: `ESD-CPE-xxxxxx`
