IMPORTANT: Amazon US CPSC Certificates Must Be eFiled

If you are selling apparel, children's toys, electronics, or home goods to the US and restocking these products to Amazon US fulfillment centers via Fulfillment by Amazon (FBA):

Please pay special attention: Starting July 8, 2026, all CPSC-regulated consumer products must complete electronic filing (eFiling) with Customs upon import into the United States.


What is a cpsc certificate?

It is a mandatory safety compliance certificate established by the U.S. Consumer Product Safety Commission (CPSC) for specific consumer products. It requires sellers and suppliers of CPSC-regulated goods to have documentation proving compliance with all applicable mandatory and voluntary standards and regulations.


What is Changing?

This adjustment only changes the submission method for CPSC certificates. Previously, certificates were provided with the shipment during customs clearance or upon random inspection. Now, electronic filing must be completed prior to customs clearance. The certification scope for existing products remains unchanged.

  • Implementation Date: July 8, 2026. This requirement officially applies to CPSC-regulated consumer products entering through U.S. Customs.

  • Affected Marketplace: Amazon US


Who is Affected?

  • Sellers directly or indirectly importing CPSC-regulated consumer products into the US.

  • Sellers using FBA services to ship goods to Amazon US fulfillment centers.


Which Products are Affected?

  • CPSC-regulated consumer products.

  • This covers, but is not limited to: Apparel, children's products, electronics, home goods, and other categories that previously required compliance certificates.

Action Guide for Sellers

To help you better mitigate risks, Amazon recommends preparing in advance by following these steps:

Step 1 | Seller Self-Check

Please verify the following items one by one:

  • Is my product regulated by the CPSC? (Check using the Regulatory Robot tool)

  • Have I collected the seven data elements? (See Step 3)

  • Have I communicated the eFiling method with my customs broker?

  • Have I tested the eFiling process?

  • If importing through a Free Trade Zone, am I aware of the January 8, 2027 deadline?

Step 2 | Confirm if the Product Requires Certification

Visit cpsc.gov/eFiling and use the Regulatory Robot tool to run a query.

Step 3 | Collect Seven Data Elements

You must prepare the following information in advance:

  1. Product ID

  2. Citation Codes

  3. Date of Manufacture

  4. Place of Manufacture

  5. Product Test Date

  6. Testing Laboratory

  7. Point of Contact

Step 4 | Choose an eFiling Method

  • Method A: Transmit data directly to the U.S. Customs and Border Protection (CBP) ACE system.

  • Method B: Enter data into the official CPSC Product Registry system first, then provide the certificate identifier to your customs broker.

Step 5 | Test the eFiling Process

Complete a test of the eFiling process with your customs broker before the July 8, 2026 deadline.
