Introduction to CE Certification for Lithium Batteries

Products with built-in batteries must provide battery certification complying with IEC/en62133 or ul2054/ul1642 standards, and additionally require a temperature test report.


When listing electronic and electrical products on the TEMU platform, the certification requirements for products with built-in batteries are a critical step. Specifically, these products must meet the following qualification requirements:

  • Battery Certification: Products with built-in batteries must obtain battery certification that complies with IEC/EN62133 or UL2054/UL1642 standards. These standards ensure the safety performance of the battery, including the prevention of potential hazards such as overcharging, over-discharging, and short circuits.

  • Temperature Test Report: In addition to the battery certification, the product must also provide a temperature test report. This ensures that the product's temperature performance under normal operating conditions, as well as abnormal circumstances, meets safety standards, thereby preventing safety risks caused by overheating.


Important Notes

  1. An official Test Report issued by a laboratory, containing the name of the testing laboratory, along with a signature or official seal.

  2. Must meet relevant testing standards. The testing standard must be one of the following: IEC/EN/ul 62133, UL2054, ul 2056, or ul2743. (Note: Only cylindrical batteries can accept UL1642 as the testing standard in compliance with 2009/48/EC.)

  3. Clearly display specific product information, including but not limited to: qualification number, product name, product model, and manufacturer.

  4. The product information in the Test Report must be entirely consistent with the information on the physical product label.

  5. The battery information in the test report must correspond consistently with the battery information displayed in the physical product image, and match the battery information in the test sample image.


CE Battery Qualification

As the European Union further tightens battery regulations, the TEMU platform has announced the addition of the CE Battery qualification requirement to ensure the safety and compliance of products containing batteries. This change has a significant impact on sellers exporting to the EU and UK (Northern Ireland) sites. Below is a detailed explanation of the CE Battery qualification and key considerations that sellers need to note.


Background and Requirements for the New CE Battery Qualification

The CE Battery qualification primarily applies to all categories of batteries, including batteries built into or external to products, as well as batteries specifically designed for built-in use. This qualification focuses on testing hazardous substances within the battery to ensure compliance with the latest EU battery regulations.


Verification Timeline and Scope of Application

  • Start Date: December 31, 2024

  • Affected Sites: European Union + United Kingdom (Northern Ireland)

  • Involved Products: All products containing batteries, including built-in battery and pure battery products.

  • Exemptions: Products with batteries removed or general goods that do not require batteries are exempt from providing the CE Battery qualification.

  • Regulatory Background: On July 28, 2023, the European Union issued the new regulation (EU) 2023/1542 concerning batteries and waste batteries. This new regulation went into effect on August 17, 2023. It amended Directive 2008/98/EC and Regulation (EU) 2019/1020, while replacing and repealing the original Battery Directive 2006/66/EC.


EU 2023/1542 Regulation (CE-Battery Qualification) Updates on Hazardous Substance Limits

The new regulation states that, in addition to meeting the hazardous substance requirements stipulated in Annex XVII of the EU reach regulation and the EU ELV Directive, the content of three restricted substances (mercury, cadmium, and lead) in batteries must not exceed the following limits (by weight):

  1. Mercury (Hg) ≤ 5 ppm (regardless of whether the battery is installed in appliances, light means of transport, or other vehicles);

  2. Cadmium (Cd) ≤ 20 ppm (regardless of whether the portable battery is installed in appliances, light means of transport, or other vehicles);

  3. Lead (Pb) ≤ 100 ppm (regardless of whether the portable battery is installed in appliances).


Note: The CE Battery and CE-RoHS certifications are not mutually recognized; you must apply for the CE Battery qualification separately.


If the product you are actually selling belongs to the stationary battery energy storage systems defined by (EU) 2023/1542, you must submit an additional test report proving the safety of the stationary battery energy storage system.


If the product you are actually selling belongs to the stationary battery energy storage systems, light means of transport (LMT) batteries, or electric vehicle batteries defined by (EU) 2023/1542, you must submit additional documentation. This documentation must prove that the product is equipped with a compliant battery management system, and that this battery management system contains key data capable of storing and providing the battery's state of health and expected lifespan.
