Introduction to Mexico NOM Certification

What is NOM?

NOM (Normas Oficiales Mexicanas) is Mexico's mandatory safety mark indicating that a product complies with relevant NOM standards. The NOM mark applies to most products, including telecommunications and information technology equipment, household electrical appliances, lighting, and other products with potential health and safety risks. Whether manufactuRED locally in Mexico or imported, products must meet the relevant NOM standards and labeling requirements. nom certification primarily addresses safety requirements.

 

According to Mexican law, the holder of the nom certificate must be a Mexican company responsible for the product's quality, maintenance, and reliability. Test reports are issued by laboratories recognized by SECOFI, reviewed by SECOFI, ANCE, or NYCE. If the product meets the regULatory requirements, a certificate is issued to the manufacturer's or exporter's representative in Mexico, allowing the product to bear the NOM mark.

 

There are two verification entities in Mexico that can issue the NOM Mark:

- NOM NYCE: The verification scope includes all electronic and information products and data processing equipment, except for household appliances (excluding MICrowaves).

- NOM ANCE: The verification scope includes all electrical and similar products (such as household appliances).

- Does not apply IEC standards; applies NOM standards.

- No need for emc testing.

 

Technical Information

- Mexico's voltage is 127V/60Hz.

- Plugs are the same as those in the United States. One type has three connectors (Class I), and the other has two connectors (Class II). Plugs are tested together with the equipment.

 

Certification

- The certificate is valid for one year and can be renewed annually.

- To renew the certificate, a product sample must be randomly taken from the market for laboratory testing.

- Product packaging must include the following information: product name, brand name, model, and NOM verification mark.

 

Document Requirements

- cb test report and certificate.

- Name, address, and contact person of the importer or distributor in Mexico.

- Test data, design drawings, specifications, and circuit diagrams.

- Spanish labels.

- Original user manual in Spanish.

- One sample. Additional documents required from the importer or distributor.

- Copy of the company's authorization letter.

- Copy of the company's unified identification number.

- Power of Attorney.

- Official proof of legal representation.

- Letterhead with the company name.

- Copy of the registered company with tax payment proof.

 

Factory Inspection

Not required.

 

Test Samples

One to three test samples (depending on the product).

 

Review Time

After submitting all documents, the review takes 5-6 weeks. Once the NOM application is completed, the original certificate and report will be sent to the local representative in Mexico, and the original applying company will receive a fax copy. The agent must properly keep the original certificate and report for reference and future inspections.

 

North American Certification Recognition

On August 17, 2010, the Mexican government published a new resolution in the Government Gazette, confirming the equivalence of three Mexican NOM standards with corresponding standards in the United States and Canada. Therefore, for the following electrical and electronic products imported to Mexico, applying for a North American certification mark (e.g., UL, CSA, ETL, MET) allows entry into the Mexican market without needing NOM certification.
