Mandatory Certification

Mic certification (Ministry of Internal Affairs and Communications, Japan) is enforced under the Radio Actto regulate the market entry of wireless devices. Products that have not obtained this certification cannot be sold or used in Japan.

Alias Relationship

This certification is commonly referred to as telec certification, because the Telecom Engineering Center (TELEC)was the first and most recognized certification body. In practice, the certification work is carried out by multiple Conformity Assessment Bodies authorized by MIC (including 16 in Japan and 12 overseas).

 

Regulatory Framework

- Core Laws

- Radio Act: Governs RF performance and spectrum compliance.

- Telecommunications Business Act: Regulates operational standards of telecom terminal equipment.

- Technical Standards

- MIC Notice No. 88 is the primary test reference.

- Annex 43: Requirements for 2.4 GHz devices.

- Annex 45: Requirements for 5 GHz devices.

 

 

Legal Status and Applicable Scope

1. Mandatory Certification Products

- Consumer Electronics: Bluetooth headsets, Wi-Fi routers, smartphones, wireless microphones.

- Industrial Equipment: Drone remote controllers, RFID readers (2.4 GHz / 920 MHz), ZigBee sensors.

- Special Equipment: In-vehicle radar, UWB ultra-wideband devices, routers supporting 5 GHz W56 with DFS.

 

2. Exemptions

- Low-power short-range devices: e.g., 13.56 MHz NFC tags, wireless chargers.

- Specific frequency bands: 433 MHz and 868 MHz devices (still subject to other EMC requirements).

 

 

Certification Types and Strategies

Companies may flexibly choose among the following certification modes depending on production needs:

 

1. Test Certification

- Applicable Scenario: Verification of a single unit (e.g., customized industrial equipment, R&D prototypes).

- Limitation: Valid only for the submitted device, not for other units of the same model.

 

2. Type Certification

- Applicable Scenario: Mass-produced consumer electronic products.

- Key Advantages: Certification applies to all devices of the same design batch, reducing per-unit certification costs.

- Critical Requirement: Any design change or replacement of key components requires re-certification.

 

Strategy Recommendation

For mass-produced products, companies are advised to prioritize Type Certification, and complete the application after design freeze to avoid repeated costs.
