Planning to sell electronic devices to Australia or New Zealand? Without the rcm mark, products cannot be legally cleared through customs. Fines for non-compliance can reach up to 165,000 AUD, and the ACMA has the right to recall products at any time.
RCM (Regulatory Compliance Mark) is a mandatory compliance mark for the Australia and New Zealand markets, covering three major areas: electrical safety, electromagnetic compatibility (EMC), and radiocommunications. Since March 2016, the RCM has fully replaced the old C-Tick and A-Tick marks.
Mandatory Certification Products:
Household appliances (refrigerators, washing machines)
IT/AV equipment (computers, chargers, routers)
Lighting products (LED luminaires, LED drivers)
Wireless devices (Bluetooth, Wi-Fi, 4G/5G modules)
Power tools, power adapters, motor products
Applicable Regions: Australia, New Zealand, and Pacific Island countries (12 countries including Fiji, Vanuatu, etc.).
Minimum Height: 3mm
Content: RCM mark + Supplier code (e.g., N12345)
Location: Prominent location on the product body; if not feasible, it can be affixed to the packaging and user manual.
Alternatives: Built-in displays can show it electronically; a QR code linking to the RCM information page can be added.
Overseas manufacturers cannot apply for RCM directly and must complete it through a local Australian agent:
Register in the ERAC database to obtain a supplier code.
Upload EMC/RF test reports to the ACMA database.
Sign the Supplier's Declaration of Conformity (sdoc).
Note: Test reports must be issued by a NATA-accredited laboratory or a NATA MRA mutual recognition body; otherwise, the ACMA may not accept them.
JJR Lab (www.jjrlab.com) is an accredited testing body with CNAS, CMA, ISO/IEC 17025, and IECEE CBTL qualifications, providing one-stop RCM testing and registration agent services for Australia and New Zealand:
JJR RCM Service Scope:
Safety testing (saa certification transfer, CB difference testing)
emc testing (Radiated/conducted emissions, immunity)
RF testing (Wi-Fi, Bluetooth, 4G/5G, SRD devices)
EME human exposure assessment (sar testing)
Technical documentation compilation and SDoC drafting
Australia/New Zealand local agent and database registration
Reference Costs and Lead Times:
| Item | Cost (USD) | Duration |
| Safety Testing (SDoC path) | 2,500-3,200 | 4-6 weeks |
| EMC Testing | 2,000-2,500 | 3-4 weeks |
| RF Testing | 3,500-4,400 | 5-8 weeks |
| ERAC Registration | 250-400 | 1-2 weeks |
| Total (Safety + EMC) | 4,700-6,000 | 6-10 weeks |
Can a CB report be directly transferred to RCM?
The safety part is acceptable, but Australian difference testing must be supplemented (e.g., plug AS/NZS 3112).
How long is the RCM certification valid?
There is no fixed validity period, but the product must continuously comply with the latest standards. Certificates are usually issued for 1-5 years.
Can RCM be done without an Australian company?
No. A local Australian company must register the supplier code, and overseas enterprises need to appoint an agent.
Can C-Tick still be used?
No. As of March 2016, the RCM has mandatorily replaced the C-Tick and A-Tick.
Are JJR Lab's reports recognized by the ACMA?
Yes. JJR has CNAS and ISO/IEC 17025 qualifications, and its reports meet the ACMA's requirements for Mutual Recognition Agreement laboratories.
