What Standards Are Required for Baby Bath Towels?

Complete eFiling Declaration Process

Stage 1: Choose a Laboratory + Confirm Quotation (1 Day)

• You must choose a CPSC-accepted laboratory (CPSC → labsearch).

• Common domestic labs: SGS, Intertek, TÜV, CTB, GTS, etc. (Confirm their qualifications cover 16 CFR 1610 + CPSIA).

• Provide the laboratory with: Material (Cotton / Bamboo fiber), whether it has prints, size, style number, and age grade (0–3 years).

• Get Quotation: Generally $350–$500 / style; Lead time is 5–7 days.

Stage 2: Submit Samples + Testing (5–7 Days)

• Sample Submission: 3–5 finished products (including prints + wash labels / hangtags), strictly consistent with mass production goods.

• Application Form Filling:

• Product Name: Baby Hooded Towel / Baby Bath Towel

• Material: 100% Cotton / Bamboo Fiber

• Style Number, Color, Size, Applicable Age: 0–3 years

• Manufacturer (Chinese factory) + US Importer Information: (Mandatory)

• Laboratory Testing: Lead, Phthalates, 16 CFR 1610 Flammability.

• Result: English test report (Pass), including data, conclusion, and laboratory accreditation number.

Stage 3: Draft and Issue CPC Certificate (1 Day, Critical)

The CPC is a "self-declaration" signed by the importer/seller, not issued by the laboratory.

The CPC must include 7 elements (in English):

• Must input 6 elements (strictly consistent with the CPC):

1. Product ID: Same as CPC product identifier + style number

2. Certifying Party: Full name of the US Importer

3. Applicable Safety Rules: Same as the CPC regulations list

4. Mfg Date/Location: YYYY-MM, City, China

5. Testing Date/Location: Testing date + Laboratory city

6. Test Records Contact: Record keeper information

• Result: Generates an eFiling confirmation number/receipt, which must be provided for customs clearance.

Stage 5: Apply Tracking Label to the Product (Complete before leaving factory)

Permanent wash label/sewn label (non-detachable). Required content:

• Manufacturer's name and address

• Manufacturing date (Year and Month), batch number

• Origin: Made in China

• US Importer's name (Optional but recommended)

Stage 6: Platform Listing + Customs Clearance

• Amazon: Upload cpc certificate + English test report + eFiling receipt.

• Customs Clearance: Accompanying documents must include:

Common Reasons for Rejection (Pitfalls to Avoid)

• Using a non-CPSC accepted laboratory report → Invalid

• Missing lead testing for prints / labels → Non-compliant

• Incomplete / easily detached tracking label information → Listing removed / Cargo detained

• eFiling data is inconsistent with the CPC → Customs clearance delay

• Listing 16 CFR 1610 as the sleepwear standard 16 CFR 1615 → Error
