SDPPI Certification for SAR Standard Testing in Indonesia

The Indonesian Ministry of Communication and Information Technology (SDPPI) has issued an important announcement regarding the Specific Absorption Rate (SAR) head limits for mobile phones and tablets. This announcement is based on Ministerial Decree No. 177/2024, which outlines the SAR limits for mobile phones and tablet products.

Key Dates for SAR Regulation Implementation

- Starting April 1, 2024: Mandatory Head sar testing

- Starting August 1, 2024: Mandatory Torso and Limb sar testing

 

Overview of SAR Limitations

Scope of Application

These regulations apply to mobile phones and tablet telecommunications equipment that are manufactured, assembled, imported, traded, and/or used within the Republic of Indonesia.

 

Equipment Definition

Mobile phones and tablet telecommunications equipment refer to devices that, when used, are positioned less than 20 cm from the body and have a radiation emission power greater than 20 milliwatts (mW).

 

Implementation Timeline

The implementation of SAR limitations is divided into two stages:

1. Head SAR limitation: Effective from April 1, 2024.

2. Torso (body) and Limb SAR limitation: Effective from August 1, 2024.

 

Test Reports

- Obligatory SAR Test Reports: From the date when the SAR limitation takes effect, all certification applications for mobile phones and tablet telecommunications equipment must include SAR test result reports.

- Exceptions to Test Report Submission: If a testing center cannot issue the SAR test result report in time, the applicant may submit a domestic testing center certificate that includes the date of the SAR test report issuance.

- Validity Period: The exception mentioned in Article 6 is valid for a maximum of two years from the date the SAR limitation obligation takes effect.

- Submission Requirements: SAR test reports issued by domestic testing centers must be submitted to the Directorate General of Posts and Informatics Resources Equipment Standardization within 14 days of issuance.

- Testing Availability: Currently, SAR testing is only available at locally recognized SDPPI laboratories, with very limited testing capacity. Detailed SAR limits can be referenced in Decree No. 177 and IEC 62209.
