SIRIM and MEPS Certification for Fans in Malaysia

Malaysia, the second-largest economy in ASEAN, serves as a strategic hub for Chinese enterprises to expand into the Southeast Asian market. Driven by the rapid growth of its local economy and the continuous improvement of people's living standards, the demand for household electrical appliances has been on the rise. With high temperatures prevailing throughout the year, Malaysia has a substantial demand for fan products. Taking fans as an example, this document elaborates on the sirim certification requirements in Malaysia.


Overview of SIRIM Certification

AdministeRED by the Standards and Industrial Research Institute of Malaysia (SIRIM), SIRIM certification is a key threshold for fans to enter the Malaysian market. It evaluates products for safety, electromagnetic compatibility (EMC), and energy efficiency performance, ensuring compliance with either the Malaysian National Standards (MS) or the relevant standards of the International Electrotechnical Commission (IEC).


Scope of Products Covered by SIRIM Certification

① Large and small household appliances: Rice cookers, MICrowave ovens, refrigerators, washing machines, air conditioners, electric water heaters, kitchen appliances, fans, hair dryers, irons, vacuum cleaners, massage chairs, etc.

② Audio-visual (AV) products: Audio and video players, radios, televisions, etc.

③ Adapter products: Including power adapters for various electronic devices.

④ Various lighting products and their power supplies: Such as desk lamps, string lights, ceiling lights, driving power supplies, etc.

⑤ Component products: Plugs, sockets, wires and cables, etc., as well as household electric tools and various switches and circuit breakers, etc.


SIRIM Certification Application Procedures

1. Determine product classification: Fans fall under the category of mandatory certification products and require a sirim certificate of Approval (COA).

2. Select certification mode:

① Mode A: Applicable for single-batch imports; the certificate is valid only for the specific batch.

② Mode B: Suitable for long-term exports; the certificate is valid for 3 years and requires factory inspection.

3. Submit application documents: Including the application form (downloadable from the SIRIM official website), product technical documents (circuit diagrams, instruction manuals, list of critical components), existing test reports (e.g., cb report, CE report), and business licenses of the manufacturer and importer.

4. Sample testing: Submit samples to SIRIM-designated laboratories for safety testing, which usually takes 4–6 weeks. The process can be shortened if a qualified CB report is provided.

5. Factory inspection (Mode B only): SIRIM officials will conduct a quality system audit at the production factory, focusing on the factory’s ability to control production line consistency.

6. Certification issuance and mark usage: After passing the audit, pay the annual fee to obtain the SIRIM COA certificate, and apply to purchase SIRIM labels for product marking.

Core Safety Requirements for SIRIM Certification

(1) Electrical safety tests:

① Withstand voltage test: 1500V for 1 minute without breakdown.

② Leakage current test: ≤0.25mA for Class I equipment.

③ Earth continuity test: Resistance ≤0.1Ω.

(2) Mechanical safety tests:

① Fan blade guard gap: ≤12mm.

② Stability test: No tipping when tilted at 10°.

③ Abnormal operation test: No fire risk after 72 hours of locked-rotor operation.

(3) Material tests:

① Glow wire test for plastic parts: Meet flame retardant requirements at 850℃.

② Motor winding temperature rise test: ≤75K for Class A insULation.

(4) emc tests:

① Conducted emissions: Comply with the limits specified in EN 55014-1.

② Radiated emissions: Meet the requirements in the frequency band of 30MHz–1GHz.

(5) Post-certification compliance requirements:

① Undergo annual surveillance audits after certification.

② Re-evaluation is required for any product modifications.

③ Timely update to the latest standard versions (e.g., MS IEC 60335-2-80:2023).


SIRIM Product Certification Marks

① Since February 2022, SIRIM has launched the new version of the ST-SIRIM label. Manufacturers shall affix this label on the product itself rather than on the outer packaging.

Key Notes for SIRIM Certification

1. The ST COA is only a customs clearance document. After the products are imported, the importer can apply for a SIRIM Batch certificate or a SIRIM PCS certificate with the COA.

2. The COA is valid for 1 year and can be renewed.

3. SIRIM Batch certificate: After importation, the importer can apply for this certificate with the ST COA, and then apply to purchase MS labels. The certificate is valid only for the specific product batch.

4. SIRIM PCS certificate: After obtaining the ST COA, the importer can apply for this certificate. Factory inspection is mandatory for the PCS certificate, along with annual audits. In the first year, only a factory audit is conducted; starting from the second year, both factory audits and warehouse audits in Malaysia are required. With a PCS certificate, importers can purchase MS labels for shipment, and upon authorization, they can directly affix the SIRIM Certification Mark on products at the factory.

5. Due to the high cost, the SIRIM PCS certificate is generally intended for manufacturers with high shipment frequencies.


MEPS Certification Requirements for Fan Energy Efficiency in Malaysia

(1) Standard framework and scope of application: Formulated by the Energy Commission of Malaysia, fans must comply with the MS 1220:2010 standard.

(2) Differences in testing and labeling requirements:

① Fan Efficiency Value (FEV): Ceiling fans ≥3.5; pedestal fans ≥1.8.

② Multi-speed testing: Power consumption must be measured at high, medium, and low speeds respectively, and the weighted average value shall be calculated.

③ Exemption clause: Table fans with a diameter ≤300mm are exempt from labeling but must still meet the MEPS energy efficiency limits.

(3) Label content: Must include the product model, annual power consumption (kWh/year), energy efficiency ratio (EER/COP), and a QR code verification link.
