Market Access Requirements for Charging Piles in Southeast Asia

Against the backdrop of globally tightened energy conservation and emission REDuction regULations and the sustained robust growth of the electric vehicle market, Chinese charging pile enterprises are leading the global construction of charging pile infrastructure. This document outlines the market access requirements for charging piles in Southeast Asia.

 

Southeast Asia Compliance Requirements for EV Charging Piles(图1)


Thailand PEA/MEA Registration Requirements

Exporting electric vehicle (EV) charging piles to Thailand requires compliance with the PEA/MEA registration requirements:

(1) Certificate Holder Requirements

The certificate holder must be a legal entity registered in Thailand, or the manufacturer/distributor of the EV Charger.

 

(2) Certification Requirements

① PEA Registration (Provincial Electricity Authority)

② MEA Registration (Metropolitan Electricity Authority)

 

(3) Testing Standards

① Safety Standards: AC - IEC 61851-1; DC - IEC 61851-1/-23

② EMC Standards: IEC 61851-21-2:2018

③ Plug & Power Supply: IEC 62196-1 and IEC 62196-2

 

(4) Certificate Features

① Valid for 3 years

② Mandatory affixation of corresponding certification marks

③ Renewal application must be submitted 60 days prior to expiration

 

Tests must be conducted in laboratories accredited by PEA/MEA. JJR is an authorized testing laboratory of PEA. Please feel free to contact JJR to arrange Thailand certification testing for your charging piles.

Supplementary Note: Charging piles equipped with 2/3/4G wireless communication functions are required to apply for Thailand nbtc certification.

 

Singapore LTA Registration Certification

Exporting EV charging piles to Singapore requires application for LTA Certification:

 

(1) Certificate Holder Requirements

The certificate holder must be an entity company or distributor registered in Singapore.

 

(2) Certification Requirements

LTA (Land Transport Authority) Certification

 

(3) Testing Standards

Note: TR25-1 applies to products with power ≤ 200kW and without a thermal management system. TR25-1/TR25-3 applies to products with power ≥ 150kW with a thermal management system, or auto-connectable products.

① AC Charging Piles: TR25-1:2022

② DC Charging Piles: TR25-1/-3:2022

 

(4) Certificate Features

LTA Certification is valid for 5 years.

Singapore LTA Certification requires submission of TR25 test reports. JJR Laboratory is an authorized testing laboratory for TR25 standards.

Supplementary Note: Charging piles with 2/3/4/5G functions are mandatorily required to apply for IMDA Certification for export to Singapore.

 

Philippines ICC/PS Mark Certification

Exporting charging pile products to the Philippines requires application for Philippines ICC/PS Mark Certification, depending on the shipment volume:

(1) Certificate Holder Requirements

The certificate holder must be a legal entity registered in the Philippines, or the manufacturer/distributor of the EV Charger.

 

(2) Certification Requirements

① ICC (Import Commodity Clearance) Mark Certification: Issued after factory inspection, sampling, local sample submission and local testing by BPS.

② PS Mark Certification: Issued after factory inspection in China by authorized officials, sampling, sample delivery to local laboratories and testing.

 

(3) Testing Standards

① PNS IEC 61851-1:2019

② PNS IEC 61851-23:2018

③ PNS IEC 62196-1/-2/-3

 

(4) Certificate Features

① ICC Certificate: Valid on a batch-by-batch basis

② PS Mark Certificate: Valid for 3 years

Supplementary Note: Charging piles with 2/3/4/5G wireless communication functions are required to apply for Philippines NTC Certification.

 

Malaysia Charging Pile Certification

Exporting EV charging piles to Malaysia requires application for ST COA & SIRIM Safety and Wireless Certification.

Supplementary Note: Products with electricity metering or other metering functions are required to apply for NMIM (National Metrology Institute Malaysia) PAC Certification.

(1) Certificate Holder Requirements

① The certificate holder must be a local importer or distributor in Malaysia.

 

(2) Certification Requirements

① NMIM PAC Certification (for charging piles with metering modules)

② ST COA Certification

(3) Testing Standards

① OIML Metrology Certificate / IEC 62052/62053

② IEC 61851-1/-21-2

③ IEC 62196-1/-2 (Plugs)

④ EN 301489-1

⑤ EN 301489-3

⑥ EN 301908-1/-1/-13

⑦ EN 300328

⑧ EN 301893

⑨ EN 301440

⑩ EN 302502

 

(4) Certificate Features

① NMIM Certification: Valid for 10 years

② ST COA Certificate: Valid for 1 year, re-application required upon expiration

③ SIRIM Certification: Requires either destination port inspection or factory audit, followed by purchase and affixation of SIRIM marks on products

④ Wireless sirim certificate: Valid for 5 years

 

Indonesia Charging Pile Certification

For exporting charging piles to Indonesia, SNI Certification is voluntary; while products with 2/3/4/5G communication functions are mandatorily required to apply for DJID Certification:

 

(1) Certificate Holder Requirements

The certificate holder must be a legal entity registered in Indonesia, or the manufacturer/distributor of the EV Charger.

 

(2) Certification Requirements

① SNI Voluntary Certification

② sdppi Certification (now renamed as DJID Certification)

 

(3) Testing Standards

① EN 301489-1

② EN 301489-3

③ EN 301908-1/-1/-13

④ EN 300328

⑤ EN 301893

⑥ EN 301440

⑦ EN 302502

 

(4) Certificate Features

The certificate is valid for 3 years.

 

Export of Charging Piles to Vietnam

For charging pile products exported to Vietnam, the Vietnamese Ministry of Science and Technology (MOST) previously issued the draft QCVN XX:2025/BKHCN, stipulating that starting from June 30, 2025, charging piles exported to Vietnam must undergo local testing and apply for MOST Certification for energy efficiency compliance. However, as local laboratory capabilities are still under development, the specific implementation date is pending further notification.

 

Supplementary Note: Charging piles with 2/3/4/5G wireless communication functions are required to apply for Vietnam VNTC MIC Type Approval Certification.
