TEMU CPC Certificate Requires a U.S. Authorized Representative

TEMU requires CPC certificates to include information about a U.S. Authorized Representative. Recently, TEMU issued a notice regarding the addition of U.S. representative information to cpc certificates. According to customs policy requirements, all products sold on the TEMU platform must have complete U.S. Authorized Representative (USAR) details included in the CPC certificate. These details should include the name, address, phone number, and email address of the importer.

The U.S. Customs will strictly inspect products to ensure that their CPC certificates contain complete USAR information. If the CPC certificate lacks such information, the products may face potential risks such as detention, legal action, or sales restrictions.

 

It is worth noting that TEMU will begin enforcing these inspections on December 19. Products with CPC certificates missing USAR information will not be allowed to join the U.S. platform. Sellers must also update USAR information for previously uploaded CPC certificates.

 

How Sellers Can Ensure Compliance with USAR Requirements

A U.S. Authorized Representative (USAR) is an agent designated by foreign manufacturers of products entering the U.S. to ensure smooth communication for emergencies and daily operations.

 

For sellers in industries such as medical devices, cosmetics, food, drugs, laser products, wireless products, children's toys, and maternity and baby products, registering and appointing a qualified USAR is critical before entering the U.S. market.

 

To meet TEMU platform compliance requirements, sellers should follow these steps to ensure USAR compliance:

 

1. Select a Reliable Service Provider: Choose a USAR service provider with full credentials and extensive experience.

2. Submit Required Documents: Provide manufacturer information, product details, registration certificates, and production qualifications to ensure the completeness and accuracy of application materials.

3. Sign a Formal Agreement: Enter into a one-year agency agreement with the USAR to ensure the CPC certificate remains valid during its term and plan for timely renewal.

4. Update Information on the Platform: Submit the USAR information to the CPC institution, update the CPC certificate, and upload it to the TEMU platform backend before December 19 to ensure the products are listed successfully.

 

Sellers must ensure that the USAR information is accurate and compliant with the platform's requirements. If registration assistance is needed, contact Xiao K to apply for USAR information and upload it to the TEMU backend within the specified timeframe.

 

Key Considerations for CPC Certification

CPC certification is mandatory for children’s products exported to the U.S., specifically those intended for children aged 12 and under. Products without traceability labels will be removed from the U.S. platform and intercepted during shipping and warehousing.

 

To ensure CPC certification validity:

- Test reports must be complete, including product details, applicable testing standards, test results, and sample images. The reports must also be signed/stamped by the testing laboratory.

- SKU images must match the sample images in the test reports, including color, pattern, and design, while the tested age group should align with the product's actual age classification.

- CPC certificates and test reports must include consistent information, and testing standards must meet both general and specific requirements.

 

Sellers are urged to adhere to the compliance guidelines above to ensure their products can successfully enter the U.S. market.

 

TEMU is actively promoting e-commerce compliance, driven by stricter regulatory environments and the long-term interests of buyers and sellers. Sellers should proactively address these requirements and ensure compliance.
