Upload of PSE Certification for Electrical Appliances on TEMU

In accordance with the requirements of Japan’s Electrical Appliance and Material Safety Act, electrical products sold in the Japanese market must fULly ensure the safety of users. Different categories of electrical products must comply with corresponding safety standards during design and manufacturing. The supporting documents proving that the products submitted by merchants meet the requirements of this Act shall include actual product photos, meti registration documents, qualification certificates, and test reports. The specific requirements are as follows:

Notes on Actual Product Photos

1. Please upload at least complete actual photos of the main product (e.g., six-sided views of the product). The photos must be taken in a real environment, clear and complete, unprocessed by any photo editing software, and free of jagged distortion at the edges.

2. The photos must clearly display all label information requiRED by applicable laws and safety standards (e.g., manufacturer information, pse mark, etc.). The label information must be legible and indelible. Printing on white paper and pasting with transparent tape, as well as repeated pasting, are prohibited.

3. The product in the actual photos must be consistent with the product actually sold (the product in the SKU images), including structural design and appearance, label information in the product details, and all content in the product details.

Requirements for Qualification Documents

You shall provide corresponding compliance documents based on the actual products sold:

Note: Lithium-ion batteries with a volumetric energy density lower than 400Wh/L are not subject to the regulation of the Electrical Appliance and Material Safety Act.

(I) Requirements for METI Registration Documents

You shall submit a registration certificate issued by Japan’s Ministry of Economy, Trade and Industry (METI) / local bureaus of economy, trade and industry, or a screenshot of the registration from the METI “Hoan Net” website.

1. Requirements for Registration Certificates Issued by METI / Local Bureaus of Economy, Trade and Industry

The title of the registration certificate is usually 「電気用品輸入事業届出書」, 「電気用品製造事業届出書」, or 「事業届出事項変更届出書」. The content shall include but is not limited to:

1. Business commencement date

2. Classification of manufactured/imported electrical appliances

3. Model classification of the electrical appliance (generally with an attached schedule)

4. Name and address of the manufacturer of the electrical appliance

5. Name and location of the factory or business site where the electrical appliance is manufactured

6. Contact information (contact person + telephone number)

7. Official seal of METI / local bureaus of economy, trade and industry

Note: If you submit a 【事業届出事項変更届出書】, please ensure that one of the following conditions is met:

1. Submit a complete 【事業届出事項変更届出書】; or submit the 【事業届出事項変更届出書】 together with the 【電気用品輸入事業届出書】 or 【電気用品製造事業届出書】, with complete information after combining the two documents.

2. Submit multiple copies of 【電気用品輸入事業届出書】, 【電気用品製造事業届出書】, or 【事業届出事項変更届出書】, with mutually supplementary and non-contradictory content and complete integrated information.

2. Requirements for Registration Screenshots from the METI “Hoan Net” Website

The website registration screenshot shall generally include complete screenshots of the following sections on the website, with information including but not limited to:

1. Basic information

2. Model information (including the “型式の区分” table)

3. Factory information, etc.

Requirements for Certificates (For Specified Electrical Appliances Only)

The certificate shall be issued by a testing body accredited by Japan’s Ministry of Economy, Trade and Industry, with the title usually being 「適合証明書」 or 「適合同等証明書」. The content of the certificate shall include but is not limited to:

1. Certificate number

2. Applicant’s name and address

3. Validity period of the certificate

4. Testing method and applicable PSE mark

5. Name of the Specified Electrical Appliance

6. Attached “型式の区分”

Requirements for Test Reports

The test report shall be a complete document proving that the product has passed all test items required by relevant laws and regulations, including but not limited to the following content:

1. Basic product information

2. Basic manufacturer information

3. Applicable testing standards for the product

4. Specific test items and results

5. Photos of test samples

6. Signature/seal of the testing laboratory and other mandatory contents of the test report

Note: If your product is a Specified Electrical Appliance (Diamond PSE), the test report must be issued by a testing body accredited by Japan’s Ministry of Economy, Trade and Industry.
