What are the export compliance for electric fans

As the summer of 2026 approaches, cross-border e-commerce merchants are advised to complete compliance preparations for hot-selling home appliances in advance. As a must-have small household appliance in summer, electric fans have become a popular category for many sellers to expand into the European and American markets. However, the European and American markets have extremely strict requirements for the safety, energy efficiency and environmental protection of home appliances. Without key certifications, goods may be detained or delayed in launch, or even face fines or market bans in serious cases.

 

European Market

1. EU CE certification

The EU implements a mandatory CE certification system for home appliances entering the market. For electric fans to bear the CE mark, they must comply with the relevant EU harmonized standards and directive requirements, both of which are indispensable.

Core Safety Certification: CE-EMC + LVD Dual Directives

Electric fans are classified as "electrical household and similar equipment". They must simultaneously meet the Electromagnetic Compatibility (EMC Directive, 2014/30/EU) and low voltage directive (lvd directive, 2014/35/EU). The corresponding dedicated testing standard is EN 60335-2-80 (Household and similar electrical appliances - Safety - Part 2-80: Particular requirements for fans).

Core Testing Items

1. Electrical Safety: Anti-electric shock (plugs, wire insulation), anti-overload (motor protection device);

2. Mechanical Safety: Spacing of fan blade guards (to prevent finger insertion), stability of oscillating mechanism;

3. Temperature Rise Control: Surface temperature of the motor during operation, power cord temperature rise;

4. Electromagnetic Compatibility: No interference with radios, TVs and other equipment during operation, and resistance to external electromagnetic interference.

2. RoHS 2.0 Directive

The EU RoHS 2.0 Directive (2011/65/EU) restricts the use of 10 hazardous substances including lead, cadmium and mercury in electrical and electronic products. Components of electric fans such as motors, plastic casings and power cords must comply with the requirements.

Note: Since July 2023, four new phthalate restrictions added to RoHS 2.0 have officially taken effect. Flexible plastic parts of fans (e.g., handle covers) require key testing.

3. Energy Efficiency Requirement: erp directive (Energy Label)

According to the EU ERP Directive (Energy-related Products Directive, 2019/1781), electric fans must meet energy efficiency class requirements and display a unified energy label (from Class A to G, with Class A being the most energy-efficient).

Key Indicator: For electric fans launched after 2021, the Energy Efficiency Index (EEI) must be ≤ 0.85. Non-compliant products cannot enter the EU market.

 

US Market

1. UL certification, FCC + Prop 65

Core Testing Items

5. Fire Resistance Test: Whether the temperature during motor stall will ignite plastic components;

6. Structural Strength: Fan blade fracture test at high speed, impact resistance of the guard;

7. Electrical Protection: Power cord pull test, plug anti-electric shock protection (must comply with NEMA standards).

Note: UL certification must be issued by a US-based or accredited third-party organization, and certificates must be maintained regularly to avoid invalidation.

2. Electromagnetic Compatibility: fcc part 15 Certification

The operation of electric fan motors generates electromagnetic radiation. It must comply with the fcc part 15 class B standard of the US Federal Communications Commission (FCC) to ensure no interference with surrounding electronic devices (e.g., mobile phones, routers).

Testing Focus: Radiated field strength, conducted disturbance (interference transmitted through power cords). Testing must be performed in an FCC-accredited laboratory.

3. California Special Requirement: Proposition 65

If electric fans are sold to California, USA, they must comply with California Proposition 65 (Prop 65) — prohibiting the presence of known carcinogenic or reproductive toxic substances such as lead, cadmium and phthalates in products.

Common Risk Points: Metal parts of fan bases (may contain lead), plastic casing plasticizers (may contain phthalates). Advance testing is required, and warning labels must be affixed to products (if content exceeds limits).

8. Prioritize officially accredited laboratories such as JJR LAB: Certification reports must meet the EU CE "Self-Declaration + Notified Body Testing" requirement, or have US UL and FCC accreditation, to avoid customs clearance failure caused by non-standard reports;

1. Conduct pre-testing and rectification in advance: For example, if the fan guard spacing exceeds the EU standard (≤12.5mm), adjust the mold in advance to avoid repeated modifications during certification.
