What is IMDA SDoC Certification?

The Infocomm Media Development Authority (IMDA)of Singapore is the regulatory authority responsible for telecommunications equipment registration. IMDA has established a comprehensive framework outlining the procedures and requirements for registering telecommunications equipment sold and used in Singapore.

 

Equipment registration is based on the Supplier’s Declaration of Conformity (sdoc), where the supplier declares that the equipment meets IMDA standards.

 

The registration schemes are divided into five types:

1. Enhanced Simplified Equipment Registration (ESER)

2. Simplified Equipment Registration (SER)

3. General Equipment Registration (GER)

4. General Equipment Registration by Certification Body (GER-CB)

5. Confirmation of Conformity (COFC)

 

The first four apply to products that require registration, while COFC applies to products that are exempt from registration.

 

Controlled Equipment List

Products Requiring Registration

GER scheme mandatory products include:

1. Land Radio: UHF/VHF land mobile transceivers, radio data transceivers, IDEN and TETRA trunked radios (fee: SGD 350; spec: IMDA TS LMR)

2. Mobile/IoT Base Stations: 3G/LTE/5G cellular base stations and repeaters (spec: IMDA TS CBS and/or IMDA TS IOT)

3. Wireless Broadband Access: 2.3 GHz / 2.5 GHz WBA or WiMAX (spec: IMDA TS WBA)

4. IoT User Devices (spec: IMDA TS IOT and IMDA TS CD-SEC)

5. TV White Space Devices (spec: IMDA TS WSD)

6. Dedicated Short-Range Communication for ITS (spec: IMDA TS DSRC)

7. Ultra-Wideband Devices (spec: IMDA TS UWB)

8. Short-range devices requiring IMDA approval: e.g. crane remote controls (spec: Table 2 of IMDA TS SRD)

 

SER scheme mandatory products include:

1. Mobile Terminals: 3G/LTE/5G cellular mobile terminals (fee: SGD 100 SER / SGD 350 optional GER; spec: IMDA TS CMT, IMDA TS CD-SEC)

2. GMPCS devices (spec: IMDA TS GMPCS)

3. Broadband Access: ADSL modems (optional GER fee SGD 500; spec: IMDA TS ADSL), cable modems (IMDA TS CM), CCHN devices (IMDA TS CCHN)

 

ESER eligible products include:

1. PABX, KTS, multiline systems, voice messaging systems (free ESER / optional GER fee SGD 500; spec: IMDA TS PSTN)

2. ISDN basic rate access, NT1 devices (IMDA TS ISDN)

3. PLC home networking devices (IMDA TS PLC)

4. Coin/payphones (fee: SGD 350 for GER; spec: IMDA TS PSTN)

5. CT0 & DECT cordless phones (free ESER / optional GER fee SGD 350; spec: IMDA TS CT-CTS)

6. PMR446 / MCR446 radios below 500 mW (IMDA TS LMR)

7. Alarms, RFID, paging, in-vehicle radar, remote controls, telemetry, wireless mics, WLAN, Bluetooth (spec: Table 1 of IMDA TS SRD)

8. DVB-T2 IRD, including set-top boxes, IDTVs, in-vehicle receivers (free ESER / optional GER fee SGD 350; spec: IMDA TS DVB-T2 IRD)

9. Home gateways (free ESER / optional GER fee SGD 350; spec: IMDA TS RG-SEC)

1. Single-line telephones (standard, multi-function, image, data, switching)

2. Cordless phone line interfaces

3. Telephone accessories

4. Auto dialers

5. Auto answer / recording sets

6. Caller ID units

7. Security alarm systems

8. Fax transceivers / fax modems

9. Voice band modems

10. EFT / CCAT devices

11. Digital leased circuit equipment

Optional COFC application fees:

1. Self-declaration: SGD 100

2. IMDA-assessed declaration: SGD 350

 

Registration Schemes Summary

1. ESER:For SRD/LPD and complex multi-line devices. Valid 5 years.

2. SER:For mobile terminals (LTE/5G/GMPCS) and broadband access equipment (ADSL, cable modem, CCHN). Valid 5 years.

3. GER:For base stations, repeaters, land radios, TVWS, UWB, DSRC, RFID >500mW. Optional for some SER/ESER devices. Valid 5 years.

4. GER-CB:For IMDA-authorized certification bodies under MRA Phase II. Valid 5 years.

5. COFC:For exempt equipment. Valid indefinitely.

 

Recognized Bodies and Labs

SDoC submissions must include:

1. Declaration of compliance based on conformity assessment

2. Supporting test reports and technical documents

IMDA accepts test reports from:

1. IMDA-recognized labs under MRA Phase I

2. Labs recognized by IMDA-authorized certification bodies

3. Manufacturer’s own labs

 

IMDA also accepts certifications by certification bodies under MRA Phase II.

Labelling Requirements

Registered equipment must display the approved IMDA compliance label on the product, user manual, or packaging before sale. Labels must match the approved size.

 

Electronic labelsare allowed:

1. Shown on built-in display or included in softcopy manuals

2. Instructions must be provided in the packaging on how to locate and verify the e-label
