PSE (Product Safety of Electrical Appliance & Materials) certification, known in Japan as "適合性検査" (Conformity Inspection), is a mandatory certification system implemented under Japan’s Electrical Appliance and Material Safety Act (DENAN). It regulates the safety of electrical products entering the Japanese market.
According to the Electrical Appliance and Material Safety Act, electrical products are divided into two categories:
These are mandatory certification products. They must be tested and certified by a third-party certification body authorized by the Ministry of Economy, Trade and Industry (METI) of Japan. The product must obtain a certificate of conformity and display the diamond-shaped PSE mark along with compliance to relevant legal requirements before being allowed to enter the Japanese market.
These are voluntary certification products. Manufacturers can provide their own test and inspection reports. As long as the product complies with the relevant requirements of the Electrical Appliance and Material Safety Act, it may carry the circular PSE mark.
