What is Morocco ANRT Certification

The ANRT certification is a mandatory type approval certification implemented by the Moroccan National Telecommunications Regulatory Agency (Agence Nationale de Réglementation des Télécommunications) for all wireless communication equipment sold in the Moroccan market. With Decision DG 16/24 issued by ANRT on January 20, 2025, this certification system has undergone a major upgrade. It not only strengthens the technical standard requirements but also introduces new regulations for SAR value labeling, imposing higher market access requirements for wireless devices.


Legal Basis

The legal basis for ANRT certification stems from Articles 15 and 16 of Morocco's Law No. 24-96 on Posts and Telecommunications, which explicitly state that all terminal equipment connected to public telecommunications networks and radio installations must be approved in advance. This law authorizes ANRT as the regulatory body responsible for implementing radio spectrum management policies to ensure that wireless equipment complies with national communications safety standards. On May 7, 2021, ANRT issued Decision ANRT/DG/N°07/2021, which updated the technical specifications for Short-Range Devices (SRD), authorized the 5925-6425 MHz frequency band for Wi-Fi 6E technology, and expanded the 24.00-24.25 GHz frequency band for obstacle detection radars.


Scope of Application

ANRT certification applies to all wireless communication devices sold in the Moroccan market, specifically including:

  • Short-Range Devices (SRD): Including wireless microphones, Bluetooth devices, WiFi devices, NFC devices, etc.

  • Radio Network Equipment: Such as wireless communication base stations, repeaters, etc.

  • Automotive Radar Equipment: Radar systems used for obstacle detection and motion detection.

According to the new regulations in 2025, ANRT certification also specifically covers the following two types of devices:

  • Terminal devices with a transmission power > 20mW and an operating distance ≤ 20cm, such as wearable wireless microphones, smart headsets, etc.

  • Previously certified devices that need to continue circulating in the market after May 1, 2025. Even if they obtained ANRT certification before January 20, 2025, if they still need to be sold in the market after the new regulations take effect, they must supplement the SAR value labeling.


Core Testing Standards

The testing standards for ANRT certification are mainly based on the specifications of the International Electrotechnical Commission (IEC) and the European Telecommunications Standards Institute (ETSI), specifically including:

  • Radio Frequency (RF) Performance testing: Mainly based on the EN 300 328 standard, applicable to wireless devices in the 2.4GHz band, verifying whether the device's maximum transmission power, frequency stability, and other parameters within the specified frequency band comply with Moroccan regulations.

  • Electromagnetic Compatibility (EMC) Testing: Mandatory compliance with the EN 301 489 series of standards, ensuring that the device will not cause interference to other electronic devices and possesses sufficient anti-interference capabilities.

  • Electrical Safety Testing: Usually refers to the EN 62368-1 standard, covering insulation resistance and dielectric strength tests, leakage current tests, over-temperature protection tests, etc.


Frequency Band and Power Limits

According to Decision ANRT/DG/N°07/2021, there are clear limits on the frequency band usage of SRD devices in Morocco:

  • 2.4GHz Band: Transmission power is limited to ≤ 100mW EIRP (Equivalent Isotropically Radiated Power).

  • 5.8GHz Band: Transmission power is limited to ≤ 200mW EIRP (indoor scenarios) or ≤ 25mW EIRP (portable device scenarios).

  • Newly Added 5G NR Bands: The 2025 new regulations expanded the testing requirements for the 3.5GHz and 28GHz bands, applicable to 5G devices.

Special Note: ANRT strictly distinguishes the usage scenarios of different frequency bands. For example, the 5925-6425 MHz frequency band is limited to indoor use only and is not allowed to be used in vehicles/rolling stock; while the 24.00-24.25 GHz frequency band is exclusively designated for obstacle detection radars and motion detection radars.


SAR Value Labeling Requirements

The new SAR value labeling regulations, effective from May 1, 2025, represent an important change in the ANRT certification. Specific requirements include:

  • Applicable Conditions: Devices with a transmission power > 20mW that are expected to be used within a distance of 20cm from the user.

  • Labeling Content: The SAR value (unit: W/kg) must be clearly displayed and presented bilingually in French and Arabic.

  • Display Location: Choose one of four options: the device body, user manual, packaging, or an electronic label (such as an on-screen QR code).

  • Labeling Format: Must be clearly legible, indelible, and displayed as a main technical characteristic of the product.

It is worth noting that the SAR value labeling applies not only to newly certified devices but also requires previously certified devices still in market circulation after May 1, 2025, to supplement the labeling. For devices without a SAR value label, ANRT will trigger the penalty provisions of Article 16, which may lead to a suspension of sales, public exposure, and a fine of up to 10% of the annual turnover.


Certification Process

  1. Material Preparation: Organize product technical documents; prepare test reports; draft the application form.

  2. Application Submission: Submit the application through the official ANRT website or the certification management platform; provide complete application materials, including technical documents and test reports.

  3. Document Review: ANRT conducts a technical review of the submitted documents and may request additional materials or sample testing.

  4. Certificate Issuance: Upon passing the review, ANRT issues an electronic type approval certificate. The certificate indicates the device model, certification number, and validity period (10 years).


Document Checklist

  1. Application Form: Fill out the ANRT deviCE certification application form, providing device technical parameters and model information.

  2. Technical Documents:

  • Product description, specifications, and user manual (requires bilingual versions in Arabic and French).

  • Circuit schematic diagrams, block diagrams, and BOM (Bill of Materials) list.

  • Printed Circuit Board (PCB) design layouts.

  • Antenna specification sheet.

  • Declaration of Conformity (declaring that the device complies with ANRT's wireless communication standards).

  1. Test Reports:

  • Radio Frequency (RF) Test Report: Such as CE/fcc reports, complying with standards like EN 300 328.

  • Electromagnetic Compatibility (EMC) Test Report: Complying with the EN 301 489 series of standards.

  • Electrical Safety Test Report: Such as the EN 62368-1 standard.

  • sar test Report (if applicable): Must be issued by a laboratory with CNAS/TAF qualifications.

  1. Authorization Documents:

  • POA (Power of Attorney) authorization letter (must be legalized by the Moroccan Embassy).

  • Copy of the manufacturer's business license (stamped with the official company seal).

  1. Importer Information:

  • Business license or authorization document of the local importer.

  • Contact information and company address of the importer.


Core Certification Requirements

  • Radio Frequency Performance Testing: Must comply with Morocco's frequency management regulations.

  • Electromagnetic Compatibility (EMC) Testing: Must comply with the EN 301 489 series of standards to ensure the device does not interfere with other electronic devices.

  • Safety Testing: Must comply with electrical safety standards, such as EN 62368-1, to prevent safety hazards like short circuits.

  • sar testing (Under Specific Circumstances): If the transmission power is > 20mW and the operating distance is ≤ 20cm, a SAR test report must be provided.

  • Technical Documents: Including product descriptions, specifications, user manuals, circuit schematics, BOM lists, etc.

  • Labeling Requirements: The ANRT certification number and a French label must be marked on the product or packaging.


Certification Characteristics

  • No Local Testing Required: Existing CE/fcc test reports can be used; no additional testing is required in Morocco.

  • Local Representative Required: Applications must be submitted through a local authorized representative in Morocco.

  • Certificate Validity: The certification certificate is valid for 10 years and must be reapplied for upon expiration.

  • No Factory Inspection Required: ANRT certification does not require a factory audit.

In summary, Morocco's ANRT certification is a mandatory type approval implemented by the country for wireless communication equipment. It aims to ensure that products comply with local radio spectrum management, electromagnetic compatibility, and safety standards, serving as a critical access threshold for wireless products entering the Moroccan market.
