In 2026, as more consumers prioritize a healthy environment, disinfection and antibacterial devices, air sterilization equipment, and electric pest control appliances are being increasingly exported to regions such as the United States and the European Union. These goods are often required to provide EPA documentation when entering U.S. customs.

 

EPA is not Energy Star, and the above products do not fall under the scope of Energy Star regulation. This EPA requirement actually stems from the FIFRA Act, which electronic manufacturers frequently overlook.

 

What is EPA Registration?

EPA is the abbreviation for the U.S. Environmental Protection Agency.

In 1996, the United States enacted the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA).

The Act stipulates that all insecticides, sterilants, disinfection and antibacterial devices, pest and bird repellent equipment, and air sterilization and purification products sold in or exported to the United States must be registered with the U.S. Environmental Protection Agency (EPA).

 

EPA Product Classification & Numbering Requirements

EPA categorizes disinfection products into three types with different registration requirements:

• Disinfectants (containing active ingredients): Must obtain an EPA Registration Number (EPA Reg. No.) + EPA Establishment Number (Est. No.)

• Disinfection Devices (no active ingredients, physical sterilization): Only an EPA Establishment Number is required

• Combination Devices (physical + active ingredient disinfection): Must be registered in accordance with requirements for products containing active ingredients

 

Number Format Explanation

• EPA Establishment Number: Company code + 2‑letter U.S. state abbreviation / 3‑letter country code

• EPA Registration Number: Company code + product code

Regulatory Requirements for Disinfection Devices

Under the FIFRA Act, disinfection devices using only physical methods that do not contain or generate pesticides are not required to complete EPA Registration, but must meet the following compliance requirements:

• Obtain an EPA Establishment Number: The enterprise must apply for a company code to receive a unique establishment number

• Submit Export Reports: Complete the initial export report within 30 days of receiving the number; submit an annual report by March 1 each year

• Compliant Efficacy Claims: No false or misleading claims regarding effectiveness or safety; efficacy must be supported by scientific data

• Label Compliance: Comply with labeling specifications under FIFRA and 40 CFR Part 156

 

Label & Product Information Requirements

Regulated disinfection devices must meet the following labeling requirements:

• Performance claims must be precise and accurate; misleading or deceptive statements are prohibited

• The label must display the EPA Establishment Number

• Product packaging must comply with FIFRA Section 25(c)(3)

• Appropriate warning statements must be clearly printed

Notes

• EPA registration requires a U.S. Responsible Person.

• Once EPA registration is approved, it remains valid permanently if annual production reports are submitted on time and the agent remains valid.

• One company may have multiple factories and register multiple products simultaneously.

• The initial report must be submitted within 30 days after the factory number is assigned.

• The EPA factory number must be printed on the product label.

 

EPA Registration Process

1. Apply for a manufacturer code from the EPA.

2. Prepare product documentation and samples.

3. Conduct emissions testing in a laboratory to demonstrate compliance with emission standards.

4. Prepare complete supporting application materials.

5. Submit the certification application and test data to the EPA.

6. EPA reviews the documentation (during review, the EPA may request additional information or confirmatory testing based on submitted materials and data).

7. Upon successful review, approval is issued.

Frequently Asked Questions About U.S. epa certification

1. How long is the validity of U.S. EPA certification?

There is no fixed validity period. EPA registration remains valid indefinitely as long as annual product reports are submitted on time and the authorized U.S. agent remains legally valid.

 

2. Can overseas manufacturers apply for U.S. EPA certification directly?

No. EPA registration must be filed by a U.S. resident or company. All non‑U.S. companies, including Chinese manufacturers, must appoint a U.S.-based agent to apply.

 

3. Is an official certificate issued after EPA approval?

For pesticide devices, the EPA does not issue a formal certificate. However, once the enterprise completes EPA registration and receives its company and factory numbers, the EPA will issue an official notice.

 

For chemical or biological pesticide products, the EPA issues a formal registration certificate upon completion of pesticide registration.
