On December 25, 2025, the new registration regULations for electrical products sold via cross-border e-commerce, issued by Japan's Ministry of Economy, Trade and Industry (METI), officially came into effect. These new regulations bring PSE-certified electrical products sold to Japanese consumers through platforms such as Amazon Japan and Temu under strict supervision, directly impacting cross-border sellers' market access qualifications in Japan.

The core objective of the new meti registration regulations is to standardize the safety and traceability of the electrical products market. Cross-border sellers must meet the following four mandatory requirements; otherwise, they will face risks such as product delisting and fines:
1. Compliant pse mark Labeling
pse certification is a mandatory safety certification in Japan, categorized into two classes based on product risk levels:
① 116 types of Class A high-risk products require the diamond-shaped PSE mark, which must be issued by a third-party testing and certification body.
② 341 types of Class B low-risk products require the circular PSE mark, which can be self-declaRED by the manufacturer.
③ The diameter of the PSE mark must be ≥ 5mm, and the mark must be clear and durable.
2. Completion of GBiz-id Registration
GBiz-id is a unified identifier issued by METI for enterprises/business operators, used for METI registration, declaration, and subsequent supervision. It must be applied for in the name of the enterprise, with real-name authentication and information verification completed. The review cycle is approximately 5–10 working days, and annual renewal is required to avoid invalidation.
3. Full Submission of METI Registration
Registration must be completed on a product model-by-model basis using the GBiz-id as the main entity. Required documents include the pse certificate/report, Japanese instruction manual, nameplate, circuit diagram/BOM, etc. The registration number is usually formatted as "XXXXX-METI-XXXXXX" and must be displayed on the product nameplate, packaging, and instruction manual.
4. Appointment of a Japan-based Representative
Cross-border sellers must appoint a resident of Japan as the "domestic manager". This individual must have a valid local address, proficiency in Japanese, and no criminal record. They are responsible for receiving regulatory notifications, assisting with product recalls, and handling consumer complaints. A formal entrustment contract must be signed, and the domestic manager's information must be clearly stated in the METI registration.
The new regulations mainly cover electrical products controlled by Japan's Electrical Appliance and Material Safety Act (Denenho). Compliance with PSE certification and METI registration can be determined based on the following three criteria:
1. Power Connection Method
Products equipped with an adapter and using alternating current (AC input) must obtain PSE certification, and the adapter must separately carry the diamond-shaped PSE mark.
2. Product Type
① Low-voltage products do not require PSE certification, but low-voltage products with lithium batteries must comply with lithium battery standards.
② Products with non-removable lithium batteries require a case-by-case analysis.
③ Emergency power supplies and portable generators with a rated voltage of 30V–300V are subject to mandatory PSE certification.
3. Lithium Battery Specifications
Lithium-ion batteries with a volumetric energy density ≥ 400Wh/L, which are not intended for specific applications such as automobiles, electric bicycles, or medical devices, must separately obtain PSE certification and complete METI registration.
Special Reminder
For products equipped with both an adapter and a lithium battery, the product itself does not require PSE certification or METI registration (a structural analysis report must be provided). However, the adapter and lithium battery must each complete independent complianCE certification and registration.

1. Preparatory Stage
① First, obtain PSE certification (can be completed within 7 working days after receiving the product sample).
② Then, register for a GBiz-id account (one registration per company/responsible person per year) and confirm the qualification of the Japan-based domestic manager (annual registration required).
2. Document Submission
Submit the above documents to the Japan-based domestic manager, who will coordinate with the Japanese importer (or agent) to file the registration application with METI.
3. Official Review
METI will review the complete application documents, with a review cycle of approximately 7 working days.
4. Obtain Registration Documents
Upon approval, collect the original and electronic copies of the METI registration letter to complete the registration process.
① The applicant for METI registration must be a locally registered trading company in Japan. Overseas sellers must complete the process through an appointed domestic manager or authorized agency.
② Ensure that the product model, specifications, and applicant information on the PSE certificate and METI registration are consistent with the actual products sold to avoid registration failure due to information discrepancies.

2. Products Registered Before the Implementation of the New Regulations
Sellers should complete product listing as soon as possible. Once listed, these products are exempt from the new regulations and can be sold under the original model without re-registration.
3. Inventory Products Listed After December 25, 2025
If not listed before the new regulations took effect, these products must re-apply for registration in accordance with the new rules; otherwise, they will be delisted by the platform.
1. Initiate Compliance Planning Early
After the implementation of the new regulations, the compliance process has become more complex and costly. Sellers should sort out existing products and planned products for the Japanese market in advance, prioritizing compliance certification for high-risk Class A products.
2. Select Formal Partners
The Japan-based domestic manager must hold valid qualifications. PSE certification (especially for the diamond-shaped mark) must be issued by a METI-accredited laboratory to avoid delays in compliance progress due to unqualified partners.
3. Standardize Labeling Requirements
Ensure that the product nameplate, packaging, and instruction manual accurately display the PSE mark, GBiz-id, METI registration number, information of the Japan-based responsible person, and Japanese safety warnings to avoid penalties for non-compliant labeling.
4. Establish a Long-term Compliance Mechanism
GBiz-id and the qualification of the Japan-based domestic manager require annual renewal. Sellers should make advance arrangements to prevent product delisting due to expired qualifications.
The implementation of the new METI registration regulations is an important measure by Japan to regulate the cross-border e-commerce electrical products market, and it has become a compliance threshold for sellers entering the Japanese market.
