The compliance cost of ic id in Canada has long been a concern for many hardware manufacturing enterprises. JJR Lab hereby provides a brief introduction: the general testing fee for IC ID is USD 780–1,100, and the total cost of IC ID certification (based on ICES-003 testing standard) plus testing fees is approximately USD 2,200.


Introduction o Canada IC ID Certification

• Name Change of ic certification:

IC originally referred to Industry Canada. Since 2016, it has been renamed Innovation, Science and Economic Development Canada (ised), which is responsible for the certification of electronic and electrical products entering the Canadian market.

• Certification Nature:

ICES certification is a mandatory requirement for electronic and electrical products to access the Canadian market, similar to the fcc in the United States, mainly restricting Electromagnetic Interference (EMI).

• Labeling Rules:

The certification number for wireless devices has been renamed from “IC Certification Number” to “ised certification Number”, while the label format remains unchanged as IC:XXXXX-YYYYYYYYY.

2.1 Comparison of Certification Methods

2.2 Detailed Classification

2.2.1 ISED-VOC Certification (Non-wireless Products)

• Application Scenario: Low-risk general electronic products; manufacturers may conduct self-testing and declare compliance.

• Product Scope:

○ Computer peripherals: monitors, printers, keyboards, power adapters, switches, etc.

○ Home appliances & tools: refrigerators, microwave ovens, vacuum cleaners, electric drills, grinders, etc.

○ Audio-visual & lighting equipment: radios, set-top boxes, home stereos, stage lights, recessed lighting fixtures, etc.


2.2.2 ISED-ID Certification (Wireless Products)

• Application Scenario: All wireless communication devices, requiring third-party certification.

• Product Scope:

○ Wireless terminals: Bluetooth headsets, wireless keyboards, smart watches, tablets, laptops, etc.

○ Smart devices: drones, AR glasses, smart home systems, smart cameras, dashcams, etc.

○ Communication equipment: wireless routers, wireless projectors, 2G/3G mobile phones, walkie-talkies, etc.

• Numbering Rule: IC ID = CN (Company Number, ≤6 digits) + UPW (Product Code, ≤8 digits). Free application is available but a Canadian representative address is required.


Technical Requirements & Certification Process

3.1 Testing Items

• General Requirement: All products must pass emi tests (conducted emission, radiated emission).

• Additional Wireless Tests: RF parameters (transmit power, frequency error), receiving sensitivity, spectrum compatibility, spurious emission, etc.

3.3 Required Documents

• English product manual;

• Circuit schematic, PCB layout, block diagram;

• Application form and test samples;

• Qualification documents such as business license.


3.4 Issuing Authorities

• ISED-VOC: Issued directly by laboratories with IC Site Registration Code.

• ISED-ID: Reviewed and issued by the Canadian Frequency Coordination Board (FCB) or Telecommunication Certification Body (TCB).


Certification Lead Time & Validity Period

• General Products (ISED-VOC): Completed within 1–2 weeks, no factory inspection required.

• Wireless Products (ISED-ID): 3–4 weeks, requiring third-party testing and official review.

• Validity Period: Normally 5 years, recertification is required upon expiration.

• Voltage Requirements: AC 120V/60Hz, AC 277V/60Hz, AC 347V/60Hz (US-standard plugs).

As mentioned in the workshop in October 2024, ISED fees are scheduled to increase by 2.7%. The adjusted fees came into effect officially on April 1, 2025.

The official Canadian fee adjustments are as follows:

1. New application registration fee: original fee 804.14.

2. Amendment application registration fee: original fee 402.07.

1. Additional taxes

If the applicant is a local Canadian company, additional taxes will apply to the IC ID registration fee. Tax rates vary by province/territory, as detailed below. This tax policy has been in effect since 2023 and will remain unchanged.

If the applicant is not a local Canadian company, this fee does not apply; however, a Canadian authorized representative is required.
