The Cosmetic Products Notification Portal (CPNP)is an electronic notification system mandated by the European Union since 2013.
It requires that all cosmetic products sold within the EUmust submit product information through this platform before being placed on the market.
In essence, the CPNP serves as the product’s “EU identity card”, proving that it complies with the EU Cosmetics RegULation (EC) No. 1223/2009and meets the requiRED safety standards.

According to EC 1223/2009, the following categories of products fall under the regulation:
- Creams, masks, lotions, and make-up products
- Hair care products
- Deodorants and perfumes
- Sunscreens
- Shaving products
- All other cosmetic and toiletry products
The PIF must contain the following:
- Basic Information:
Product name, category, and intended use (e.g., “Anti-Aging Serum”).
- Formula List:
All ingredients listed according to the INCInaming standard, including their concentrations (e.g., “Water, Glycerin, Butylene Glycol”).
- Label Sample:
The product label must include:
- Responsible person’s details
- Ingredient list in descending order of concentration
- Batch number and expiry date
The CPSR consists of two main parts:
- Part A:
- Product formulation
- Stability testing (verifying the product remains stable throughout its shelf life)
- MICrobiological testing (including preservative efficacy testing)
- Part B:
- Safety assessment written by a toxicology expert
- Safety conclusions and usage warnings (e.g., “Avoid contact with eyes”)
Each cosmetic product must have a Responsible Personestablished within the EU — either a legal entityor an authorized representative.
The RP is responsible for:
- Submitting the CPNP registration
- Maintaining all documentation
- Handling inspections and communications with authorities
- Homosalate:Completely banned — effective July 2025
- 4-MBC (4-Methylbenzylidene Camphor):Banned — effective May 2025
- Retinol (Vitamin A):Leave-on products must not exceed 0.05%— effective November 2025
- Kojic Acid:For face and hand products, concentration must not exceed 1%— effective February 2025
If a product includes nanomaterials, the notification must provide detailed information for each one, including:
1. Identification method and name (IUPAC), CAS number, EINECS/ELINCS number, and trade name (if applicable)
2. Specifications such as particle size, physical and chemical properties
3. Estimated annual quantity placed on the market
4. Toxicological data
5. Safety data regarding use in relevant cosmetic types
6. Foreseeable exposure conditions during typical use
For any company wishing to sell cosmetic or make-up products within the EU, CPNP registration is a mandatory step.
During the registration process, companies must provide:
- Complete product information (ingredients, intended use, target users, etc.)
- A Cosmetic Product Safety Report (CPSR)
- Documentation demonstrating compliance with EU Cosmetics Regulation (EC) No. 1223/2009
Only after fulfilling all registration requirements can a cosmetic product be legally marketed and sold within the European Union.
