Amazon SOR Test Report for Children's Bicycles

Views :
Update time : 2026-07-25

Mandatory Regulations

  • Scope of Application: Pedal children's bicycles intended for children under 14 years of age (including models with training wheels), regulated by the Canada Consumer Product Safety Act (CCPSA).

  • SOR/2018-83 Consumer Products Containing Lead Regulations (Total Lead in Substrate): The total lead limit for all accessible substrates (metal frame, plastic parts, rubber grips, saddle, pedals, screws, etc.): ≤ 90 mg/kg (90 ppm).

  • SOR/2016-193 Surface Coating Materials Regulations (Two Items):

  • Total lead in paint / spray coating: ≤ 90 mg/kg

  • Total mercury in paint / spray coating: ≤ 100 mg/kg; multi-color coatings require separate testing for each color.

  • Supplementary Physical Safety (Usually attached to the report simultaneously): Canada does not have a separate SOR number for bicycle mechanics, but the platform defaults to referencing ASTM F963 / bicycle mechanical structural safety: brake system, frame strength, sharp edges and points, small parts choking hazard, reflector assembly (reflectors are mandatory for 12-inch and above), handle anti-slip, chain guard, and other structural safety tests.

  • Commodity: Children's bicycles

  • Regulations, Standards, and Requirements: Consumer Products Containing Lead Regulations (SOR/2018-83), SOR/2016-193 - Total mercury content in surface coatings, SOR/2016-193 - Total lead content in surface coatings.

Mandatory Qualification Requirements for Reports

  • The issuing laboratory must possess ISO 17025 accreditation; reports without this qualification will be directly rejected.

  • The report content must clearly include:

  • Sample model, brand, wheel diameter size, applicable age.

  • Complete test items, limits, actual test results, and pass/fail judgment.

  • Laboratory CNAS / ISO 17025 number, stamp, and authorized signatory.

Basis of Test Method Standards

  1. One report corresponds to a single model; multiple sizes and multiple color schemes must be submitted for testing under separate models.

Complete List of Test Items

1. Chemical Heavy Metals (Core SOR Items)

  • Test Item: Total lead in substrate

  • Applicable Materials: Metal, hard plastic, rubber, EVA, hardware accessories

  • Limit Regulation: SOR/2018-83 Limit: ≤ 90 mg/kg

  • Test Item: Total lead in coating

  • Applicable Materials: Frame spray paint, printed parts, baked paint parts

  • Limit Regulation: SOR/2016-193 Limit: ≤ 90 mg/kg

  • Test Item: Total mercury in coating

  • Applicable Materials: All sprayed surfaces

  • Limit Regulation: SOR/2016-193 Limit: ≤ 100 mg/kg

2. Physical and Mechanical Safety (Mandatory Platform Verification)

  • Sharp edge, sharp point, and burr testing (no risk of sharp cuts).

  • Front and rear brake performance testing (dual brakes are a mandatory configuration).

  • Frame and front fork impact / fatigue strength.

  • Fastening tension of handlebars, saddles, and pedals.

  • Small parts choking test (key focus for models intended for children under 3 years old).

  • Reflective device installation compliance (front, rear, and side reflectors are standard for 12-inch and above).

  • Chain protection, pinch protection, and training wheel load-bearing strength.

3. Label and Document Compliance (Verified with the Report)

The report attachment must verify the packaging, instruction manual, and body stickers:

  • English / French bilingual safety warning slogans.

  • Tracking label (manufacturer name, address, model, production date).

  • Applicable age and maximum weight bearing marked.

Required Documents for Amazon Seller Central Upload

Synchronously prepare the following when submitting the SOR test report:

  1. Seller Central store ID, company business license.

  2. Full set of actual product photos: the whole bicycle, six sides of the packaging, body stickers, bilingual instruction manual.

  3. Product model list (all sizes on sale).

  4. Laboratory qualification certificate (scanned copy of the ISO 17025 certificate).

Handling Process

  1. Sample Submission: One complete unit; key substrates and various color coatings are separated for sampling.

  2. Laboratory Testing Cycle: 3–5 working days.

  3. Draft Issuance: Issue a formal stamped report after verifying that the model and parameters in the draft are correct.

  4. Backend Upload: Upload the report + qualification documents in the compliance dashboard and wait for review (1–3 working days).

Common Rejection Pitfalls

  • Only testing substrate lead while missing coating mercury; incomplete reports are directly rejected.

  • The laboratory lacks ISO 17025 qualification, rendering the report invalid.

  • The report model is inconsistent with the listed ASIN model.

  • Missing actual photo evidence of the bilingual instruction manual and tracking label.

  • No front and rear brake structures, leading to physical/mechanical safety item failure.

Supplementary Distinction: US Marketplace vs. Canadian Marketplace

  • US Marketplace: Requires CPC Certificate + 16 CFR 1512 Bicycle Standard + cpsia Lead.

  • Canadian Marketplace: No CPC required; the ISO 17025 laboratory SOR three-item test report serves as the sole compliance credential.
