Recently, Amazon has made a major adjustment to its toy product review policy, fULly implementing the TIC Direct Validation Mechanism. This reform has had a broad impact on cross-border e-commerce toy sales.

Overview of the TIC Direct Validation Mechanism

(1) Core Concept

Amazon’s newly introduced Direct Validation (DV)mechanism aims to ensure the safety of children's toys at the source and to optimize compliance management for toy sales on the platform.

Unlike the traditional model where sellers upload their own compliance reports, the new regulation explicitly requires:

 

- Certain toy categories must undergo compliance testing and certification through Amazon-approved TIC agencies;

- If sellers already possess test reports, they must submit them to the TIC agencyfor secondary validation;

- The TIC agency directly synchronizesthe test and validation results to Amazon — sellers no longer have the right to uploadcompliance documents themselves.

 

 (2) Scope of Impact

This new regulation applies to a wide range of regions, including the United States, Canada, the United Kingdom, and eight EU countries(Germany, France, Italy, Spain, Sweden, Poland, the Netherlands, Belgium).

Any seller offering children's toys in these regions through Amazon must comply with the TIC Direct Validationprocess.

 

 (3) Product Categories Requiring Review

All toys intended for children aged 12 years and underfall within the review scope, including:

 

- Regular toys:building blocks, dolls, puzzles, electronic toys, etc.;

- Functional toys:stationery with toy-like features (e.g., cartoon-shaped pencil sharpeners);

- Accessory-type toys:children’s backpack charms and similar products.

 

Specific TIC Review Requirements

(1) Supporting Documentation Requirements

In addition to core testing reports, the product manual, packaging, and product labelingmust strictly meet the following standards:

 

- Product Manual:must include age warnings, detailed usage instructions, and safety notices, and be provided in the local language(s)of the sales region (e.g., EU: English + local language; Canada: English + French).

- Packaging & Product Labeling:must include age marks (e.g., “3+”, “Not suitable for children under 3 years”), safety warnings (e.g., “Choking hazard – small parts”), and traceability labels (including manufacturer info, production address [city/country requiRED], production date, and product model).

 

 (2) Audit Frequency and Report Requirements

- Audit Frequency:TIC Direct Validation follows a “once per year”schedule. Reports are valid for one year, after which product listings automatically re-enter the audit process.

- Report Qualification:Test reports must be issued by ISO 17025-accredited laboratoriesor CPSC-recognized labs, and must include complete test points, full testing standards, and all project details— none may be omitted.

 

Seller Compliance Process

(1) Assessing the Validity of Existing Reports

If a seller already holds a testing report, they can determine whether it remains valid by checking the following five points:

 

1. The report was issued within the past year;

2. The report’s signature can be authenticated;

3. The issuing institution has US, Canadian, or EU accreditation(verifiable via the CPSC or CNAS websites);

4. Test clauses are complete and continuous, with no missing sections;

5. Test points are comprehensive and thorough.

 

Even if all five conditions are met, the report must still be submitted to a TIC agencyfor evaluation to confirm whether supplemental testing or review is needed.

 

 (2) Selecting a TIC Agency

Sellers can find Amazon-approved TIC agency lists through:

 

- The Seller Central > Account Health > Policy Compliance > Food and Product Safetypage;

- The “Manage Your Compliance (MYC)”page.

 

When choosing an agency, sellers are advised to compare multiple options, evaluating pricing, service quality, and turnaround time to select the most suitable partner.

 

 (3) Submitting Documents and Cooperating with the Review

1. Submit product details, target sales regions, and application forms as required by the TIC agency; if a report already exists, include it for evaluation.

2. Confirm the agency’s quotation, make payment, and send product samples for testing.

3. Cooperate with the agency during the inspection process (covering product performance, safety testing, and label compliance review).

4. If non-conformities are found, correct them promptly and undergo secondary validation.

5. Once approved, the TIC agency will submit the compliance results directly to Amazon, completing the review process.

(1) How Does Direct Validation Work?

Amazon collaborates with approved TIC agencies. These agencies directly engage with sellers to conduct dual verification of products and documents, with results automatically synchronized to Amazon.

This model simplifies the audit process and ensures compliance from the source.

 

(2) Handling Misclassified Products

If a seller believes their product was misclassified and unnecessarily subjected to TIC Direct Validation, they may appeal via the “Compliance Appeal”function:

 

- Select the reason “This requirement does not apply to my product”;

- Provide a detailed explanation of why the classification is incorrect in the comments section;

- After review, Amazon will send the results via email. If the appeal is successful, the ASIN will be reinstated without requiring testing.

 

 (3) Common Report Questions

Does one DV Report correspond to one ASIN or multiple ASINs?

A1:One DV Report corresponds to a single ASIN.

 

Can one testing report cover multiple ASINs?

A2:Yes. A single testing report can include multiple ASINs. During DV Report validation, multiple ASINscan use the same testing report.

 

If identical products are listed in multiple stores, can the same testing report be shared?

A3:Yes. The testing reportcan be shared, but each ASIN still requires its own DV Report validation.
