The CPC (Children's Product Certificate) is a mandatory certification document required by the US Consumer Product Safety Commission (CPSC), applicable to all products primarily intended for use by children aged 12 and under. Baby bath towels belong to the category of textiles for children under 12, and according to US standards, they must undergo testing for 16 CFR Part 1610 "Standard for the Flammability of Clothing Textiles". 16 CFR Part 1610 is the "Standard for the Flammability of Clothing Textiles" established by the US Consumer Product Safety Commission (CPSC).
Scope of Application: Clothing and textiles made of natural or synthetic fibers (including baby bath towels).
*Important Distinction: Baby bath towels ≠ Children's sleepwear. They do not need to undergo the 16 CFR 1615/1616 sleepwear flammability standards. The two must not be confused.
Test Method: 45° Incline Flammability Test
Test Parameters: Flame height 16mm, ignition time 1s, specimen burn distance 127mm (5 inches). It measures the flame spread time and categorizes results into 3 classes.
Flammability Classification
*Core Strict Requirement: Class 1 and Class 2 fabrics can be used to manufacture clothing and imported into the US; Class 3 fabrics are strictly prohibited from being imported into the US.
Note: A cpc certificate cannot be issued by a laboratory. It must be drafted and signed by the importer/brand owner themselves, based on a passing test report from a CPSC-accepted third-party laboratory.

Scope of Application: Clothing textiles (including baby bath towels).
Test Method: 45° angle flammability test, measuring after-flame time, smoldering time, and fabric char length.
② cpsia Chemical Safety Test
Total Lead Content: Accessible parts ≤ 100ppm (Pure textiles do not require this test).
Surface Coating Lead: Printed / coated areas ≤ 90ppm.
Phthalates: Plastic accessories ≤ 0.1%.
Product name, model, color, and style.
All applicable CPSC regulation numbers (e.g., 16 CFR 1610, 1303, 1307).
Name, address, and contact phone number of the US importer / US representative.
Name of the manufacturing factory, place of origin, and production date range.
Full name of the testing laboratory, CPSC laboratory ID, and laboratory address.
Test report number and test date.
Responsible person's information corresponding to the product tracking label.
Authorized signature and certificate effective date.
Requirement: A permanent care label must be sewn onto the product, and the outer packaging must simultaneously display the following information:
Production batch, lot number, and place of origin.
Complete information of the importer.
Compliance Statement: Complies with 16 CFR Part 1610.
Fire Warning Statement: Keep away from open flame.
Fill out the certification application form.
Send the test samples.
Laboratory sample testing takes place.
Draft certificate issued after a passing test; the client verifies that all information is correct.
