The U.S. Consumer Product Safety Commission (CPSC) recently issued the new safety standard ASTM F2388-21 for baby diaper changing tables, which will officially take effect on July 31, 2025! This means that diaper changing tables exported to the United States must pass ASTM F2388-21 testing to be legally sold. The baby diaper changing products covered by the ASTM F2388-21 regulation include changing tables, changing table accessories, changing table add-on units, and contoured changing pads. This policy applies to household baby diaper changing products sold for children weighing up to 30 pounds. For example, flat, non-contoured changing pads typically paired with diaper bags fall outside this definition and are therefore not affected by this policy.
A diaper changing table is a freestanding, elevated structure typically designed to support a child weighing up to 30 pounds (13.61 kg). The child is placed in a supine (flat on the back) position, making it convenient for caregivers to change diapers. A changing table may be integrated with or converted into other furniture items after use (such as a dresser, table, cabinet, bookshelf, play yard, or other furniture), and it can store diapers and diapering supplies. This policy does not apply to changing tables used in public facilities (e.g., public restrooms).
Changing table accessories can be attached to a crib or a play yard to convert the latter into a changing table. They generally feature a rigid frame with sides and/or a bottom surrounded by soft mesh fabric.
Changing table add-on units are rigid items that can be attached to furniture, or separate commodities designed to be used in conjunction with furniture, to provide protection and prevent infants from rolling off during a diaper change.
Contoured changing pads are designed for use on elevated surfaces and feature raised sides to prevent a child from rolling off the changing table.

Static Load / Structural Integrity Test: A nominal load is applied to the changing surface. Under long-term stress, there must be no cracking, deformation, loose welds/screws, or surface collaPSE, verifying the overall structural strength.
Stability and Tip-Over Test: Tested with single-sided loading and placed on an inclined plane to prevent the entire changing table from tipping over if the infant rolls over or stands up.
Barrier / Guardrail Strength Test: When subjected to lateral force, barriers must not break, detach, or excessively deform, effectively preventing the infant from rolling off.
Changing Pad Anti-Slip / Displacement Test: Under force, the displacement of the changing pad must not exceed 25mm to avoid fall risks caused by the pad slipping off.
Pinch / Shear Clearance and Opening Entrapment Test: Prevents fingers, heads, and limbs from getting caught in gaps; enclosed openings must meet probe testing requirements to eliminate entrapment hazards.
Sharp Edges and Points Test: All accessible parts must be free of sharp edges and points to prevent scratches and bumps.
Small Parts Suffocation Test: Detached screws, buckles, and decorative pieces must not fit into a small parts cylinder to avoid choking hazards from accidental ingestion.
Restraint System Test: Safety belts must be pull-resistant and buckles must lock reliably to prevent the infant from breaking free and falling.
Folding Mechanism Safety (For Foldable Models): Prevents accidental auto-folding; unlocking must require a dual-action mechanism to prevent finger pinching; compliance testing for folding ladder structures.

Lead in Coatings: Lead content in surface paint/coatings ≤ 90 ppm.
Total Lead in Substrates: Total lead in accessible non-metallic substrates ≤ 100 ppm.
Phthalates (6P/8P): Limits on plasticizers in soft plastics and PVC; (8 types of plasticizers) ≤ 0.1%.
Fabric Flammability: Textile fabrics must meet 16 CFR 1610 flammability requirements.

Permanent Tracking Label: The product itself and the outer packaging must explicitly indicate the manufacturer/importer information, model number, production date, and batch number.
Warning Statements: Prominent warnings regarding fall hazards and suffocation risks. Multiple states require bilingual warnings in English and Spanish.
Complete Instruction Manual: Written instructions covering assembly, use, fastening/maintenance, and safety contraindications.
Registration Card: A consumer registration form must be provided along with the product.
Submit Application and Send Samples: Fill out the application form and send samples to the laboratory. (Note: You must choose a CPSC-accepted third-party laboratory with ISO 17025 accreditation; otherwise, the test results and certificates will be invalid).
Sample Testing: Includes mechanical/physical performance testing and chemical safety testing.
Draft Report Confirmation: Upon passing the tests, a draft report is issued for the applicant to verify that all information is correct.
Final Issuance: Issuance of the formal test report and certificate.
