Baby Walker Safety Requirements

Each baby walker must comply with the ASTM F977-12 Standard Consumer Safety Specification for Infant Walkers, approved on May 1, 2012.

This standard includes performance, design, and labeling requirements to ensure safe use.

 

Key Safety Provisions

1. - Protection Against Stair Falls:

Ensures the walker cannot fall down stairs when moving forward, backward, or sideways.

 

2. - Tip-over Resistance:

Ensures stability on flat surfaces and prevents forward, backward, or sideways tipping.

 

3. - DynaMIC and Static Load Tests for the Seat Area:

Ensures that the child remains properly supported while stationary or bouncing.

 

4. - Occupant Retention:

Prevents entrapment by setting specific leg opening dimensions.

 

Additional ASTM F977-12 Requirements

1. Torque and Pull Tests– Components must not be easily removable.

2. Functional Safety Requirements– Prevents pinching, cutting, or shearing hazards.

3. Latch and Lock Mechanisms– Must prevent accidental collaPSE during use.

4. Durability and Adhesion of Labels– Labels must remain attached and legible.

5. Warnings and Instructions– Products must include clear, durable safety warnings and instructions.

 

Additional Compliance Requirements

Baby walkers must also meet requirements related to coatings, lead content, certification, registration cards, and tracking labels.

 

1. Surface Coating Limit:

- Paint used on baby walkers must contain no more than 0.009% lead.

 

2. Lead Content Limit:

- Any accessible part must contain no more than 100 ppm (0.01%) total lead.

 

3. Testing and Certification:

- As with all children’s products designed or intended for children 12 years old and under, baby walkers must be tested by a CPSC-accREDited third-party laboratory.

- Based on these results, the manufacturer or importer must issue a Children’s Product Certificate (CPC)demonstrating compliance with all applicable rules.

 

4. Registration Card:

- Every manufacturer must include a postage-paid consumer registration cardwith each product.

- The manufacturer must keep consumer registration records and mark the product permanently with:

- Manufacturer name and contact information

- Model name and number

- Date of manufacture

 

5. Tracking Label:

- A permanent tracking labelmust appear on both the product and its packaging.

- It must include:

- Manufacturer or private labeler’s name

- Place and date of manufacture

- Batch or production identification (e.g., lot number)

Information Required for CPC Certification of Baby Walkers

To obtain a Children’s Product Certificate (CPC)for baby walkers, the following information must be provided:

 

- Company name (if applicable) and Amazon seller ID

- Contact information (email address and phone number)

- A complete list of all baby walkers sold on Amazon Marketplace

- Product and packaging photos (showing all sides)

- Product images or test reports proving compliance with:

- Tracking label requirements (CPSA Section 14(a)(5))

- Registration card requirements (16 CFR Part 1130)

- Warning and hazard labeling (ASTM F2088-21 Section 8, ASTM F2088-22 Section 8, or 16 CFR Part 1223, as applicable)

- Product descriptions and manuals
