Bluetooth and Wi-Fi Products ISED Certification

Canada is a premium market in North America, but for wireless products to legally enter, ised (formerly IC) certification is an unavoidable mandatory threshold. Products such as Bluetooth, Wi-Fi, smart home devices, and wireless modules cannot clear customs without ised certification. They will be directly delisted from Amazon and offline stores, and may even incur fines.

Which Products Must Apply for ISED Certification?

Any device with Bluetooth, Wi-Fi, 2.4G, or 5G wireless transmission must obtain ISED certification.

Mandatory List:

• Bluetooth: Earphones, speakers, keyboards and mice, smart wristbands, BLE sensors

• Wi-Fi: Routers, cameras, smart bulbs, smart sockets, robot vacuums

• Wireless Modules: Wi-Fi/BLE modules, USB wireless network cards

• Others: 2.4G remote controls, wireless chargers, Zigbee/Thread devices

• Consequences of Not Certifying: Risks include customs detention and platform delisting.

Which Certification Mode Corresponds to Bluetooth/Wi-Fi?

ISED is divided into three categories, and Bluetooth/Wi-Fi products mainly fall under the first two:

1) Certification (ised id, Official Certification)

• Applicable to: Wi-Fi routers, high-power APs, devices with 5GHz/DFS, cellular + Wi-Fi all-in-one devices

• Testing: RF (rss-247/248) + EMC (ICES-003) + SAR (body-worn products)

• Lead Time: 4–6 weeks (8 weeks for complex cases)

• Features: Certificate issuance, independent ic id (e.g., IC:1234A-5678), essential for Amazon and customs clearance

2) Verification (Low-risk Self-verification)

• Applicable to: Standard Bluetooth earphones, BLE low-power devices, small Wi-Fi smart devices (low power)

• Testing: Simplified RF + EMC, no official audit or certificate issuance required

• Lead Time: 2–3 weeks

• Features: Low cost, fast process; retaining the test report is sufficient for compliance

3) sdoc (EMC only, Non-wireless)

• Applicable to: Ordinary electrical appliances without wireless functions, power supplies, adapters

• Note: Bluetooth/Wi-Fi products do not apply to this mode.

3. ISED Testing Standards

• 2.4G Bluetooth/Wi-Fi: RSS-247 Issue 1/2

• 5GHz Wi-Fi (including 6E): RSS-247 Issue 2, RSS-248

• EMC (Conducted + Radiated): ICES-003

• Human Radiation Safety: RSS-102 (SAR/MPE)

• 2026 Mandatory Update: All must adopt the new ANSI C63.10-2020 standard; older version reports will no longer be accepted.

What Documents Are Required for the Application? (Prepare All at Once)

• Product specifications, functional descriptions, frequency band/power parameters

• Circuit diagrams, block diagrams, PCB layout diagrams, BOM (Bill of Materials)

• English-French bilingual user manual (English must be included)

• Samples: 2–3 finished products + 1 fixed-frequency sample (for RF testing)

• Label files (including IC ID, frequency, power)
