Canadian ISED Compliance for Bluetooth or Wi-Fi Products

ised certification is the official current name for what is frequently referred to as Canadian ic certification. It is a mandatory market access certification for electrical, electronic, and wireless communication products entering the Canadian market. Regulated by the Innovation, Science and Economic Development Canada (ised), it primarily controls the Electromagnetic Compatibility (EMC) and Radio Frequency (RF) compliance of products. Products without complianCE certification are strictly prohibited from being manufactured, imported, sold, or advertised within Canada.


Two Main Categories of Products Regulated by ISED

1. Radio Transmitting Products

Including Wi-Fi/Bluetooth devices, mobile phones, walkie-talkies, routers, drones, wireless modules, remote-controlled toys, automotive wireless devices, IoT (Internet of Things) products, etc. These products must apply for an official IC-ID number.

2. Non-Wireless Electrical and Electronic Products

Computers, monitors, power adapters, household appliances, LED lighting, industrial electrical equipment, etc. These primarily need to meet standard EMC (Electromagnetic Compatibility) requirements.


Three Major ISED Compliance Models

Based on the product's risk level, ISED sets out three compliance paths with varying degrees of strictness, allowing enterprises to choose the corresponding path based on their product type.

ISED Testing Items and Standards

1. EMC (Electromagnetic Compatibility) Testing (ICES Series Standards)

Primarily targeting the electromagnetic interference and anti-interference capabilities of both non-wireless and wireless products:

  • ICES-001: Industrial, scientific, and medical (ISM) equipment

  • ICES-003: Information technology equipment (including digital apparatus)

  • ICES-005: Lighting equipment

  • Test items include: Radiated emissions, conducted emissions, electrostatic discharge (ESD), electrical fast transient (EFT)/burst, etc.

2. Radio Frequency (RF) Performance testing (RSS Series Standards)

Targeting radio transmitting products:

  • rss-247: 2.4GHz/5GHz Wi-Fi, Bluetooth, and other short-range devices

  • RSS-132 / RSS-310: Cellular mobile terminals

  • RSS-GEN: General requirements for compliance of radio apparatus

  • Test content includes: Frequency range, output power, occupied bandwidth, spurious emissions, frequency deviation, etc.

3. SAR (Specific Absorption Rate) Testing

Targeting wireless products used in close proximity to the human body, such as mobile phones, tablets, and wearable devices. The limit requirement is ≤1.6W/kg (over 1g of tissue), evaluated according to the RSS-102 standard.


Complete ISED Certification Process

1. Product Classification and Standard Confirmation

Determine the applicable standards and compliance model based on the product's functions, frequency bands, and power output.

2. Laboratory Testing

Complete EMC, RF, SAR, and other required tests in an ISED-recognized laboratory and obtain a passing test report.

3. Technical Document Preparation

Prepare necessary documents, including product user manuals, circuit schematics, BOM (Bill of Materials), model difference declarations, and the Declaration of Conformity.

4. Submission for Audit and Certificate Issuance

Wireless products must be audited by ISED or a TCB (Telecommunication Certification Body) to be assigned an IC-ID; SDoC products only require an enterprise self-declaration.

5. Product Labeling and Market Entry

Print the IC-ID and compliance markings as required. Once completed, the product can undergo normal customs clearance and sales.

Note: Label and IC-ID Marking Requirements

  • IC-ID Format: IC: XXXXX-YYYYY, consisting of the Company Number (CN) + Unique Product Number (UPN).

  • Marking Location: In principle, it should be marked on the product body or a non-removable nameplate. For extremely small products, it can be marked in the user manual or on the outer packaging.

  • Additional Information: Compliance statements such as "Complies with ISED Canada" can be marked. The importer/manufacturer information must be clearly legible.


Key Compliance Points

  • Local Representative Mandatory: Wireless products must have a Canadian local representative; otherwise, it is impossible to apply for an IC-ID.

  • Certification Validity: The certification is valid long-term, but product compliance must be re-evaluated whenever relevant standards are updated.

  • Series Models Declaration: Different models within the same product series must be declared strictly according to ISED specifications. Improper model merging can easily result in audit failures.

  • Strict Labeling: Non-compliant label formats, incorrect character sizes, or improper marking locations will highly likely lead to customs clearance delays.
