A wireless power bank actually comprises two types of equipment, and thus it needs to meet the requirements of two directives/regULations:
1. Radio Equipment
It uses electromagnetic induction (usually compliant with the Qi standard) for wireless energy transmission, which falls under the utilization of the radio frequency spectrum. This part is governed by CE-RED (Radio Equipment Directive, 2014/53/EU).
2. Portable Energy Storage Device with Charging Function
In essence, it is still a power bank equipped with a battery and wired charging/discharging circuits. Although this part does not directly fall under the scope of the RED Directive, it must comply with the EU’s ce-lvd (low voltage directive, 2014/35/EU) and CE-EMC (Electromagnetic Compatibility Directive, 2014/30/EU).
Therefore, a complete "CE certification" is actually a combination of certifications, among which RED is the core and mandatory one, as the wireless function is the primary feature of the device.
The following is a comprehensive list of testing items for wireless power banks, covering the requirements of RED, LVD, and EMC.
(1) EN 300 330
This is the standard applicable to Short-Range Devices (SRD) operating within the frequency range of 9 kHz to 25 MHz, and loop induction antennas operating within 9 kHz to 30 MHz. Wireless charging (Qi) works in this frequency band, making this standard the core one.
① Transmission Test: Measures the intensity of electromagnetic disturbances emitted by the device into the space during operation to ensure no interference with other devices.
② Spurious Emission Test: Measures unwanted emissions outside the operating frequency band.
③ Carrier Power Test: Verifies that the power of wireless transmission is within the limit range.
(2) EN 301 489-1 & EN 301 489-3
① Part 1: General EMC requirements for radio equipment.
② Part 3: Specific EMC conditions for short-range devices. It mainly tests the anti-interference capability of the device to ensure normal operation under external electromagnetic interference (e.g., mobile phone signals).
(3) EN 62368-1
(4) A safety standard for audio/video, information, and communication technology equipment. It is the harmonized standard for safety requirements under the RED Directive.
① Evaluates the electrical safety, mechanical safety, and fire resistance of the product.
② Special attention is paid to battery safety, charging circuit safety, and heating requirements.
(5) en 62479
(6) Assessment of human exposure to electromagnetic fields from low-power wireless devices. If the device has low power, compliance with this standard can simplify the assessment process.
(7) Efficient Utilization of Radio Frequency Spectrum
(8) Ensure that the device operates effectively only on the intended frequencies without wasting spectrum resources.
The main reference standard is also EN 62368-1. Therefore, safety tests are usually completed in one go within the framework of RED, while meeting the requirements of LVD at the same time. Key focuses include:
5. Input and output terminals, structural requirements.
1. Electrical clearance and creepage distance.
2. Fault tests (e.g., short circuit, overload).
3. Battery pack safety tests (e.g., overcharge, over-discharge, short circuit, crush, needle penetration; usually referenced to battery standards such as iec 62133-2).
4. en 55032: Measures the conducted disturbances emitted by the device through power lines and signal lines, as well as the radiated disturbances emitted into the space.
This part overlaps with the transmission test in RED but from a different perspective, and the tests can usually be integrated.
① EN 55035: Replaces the previous EN 55020 and en 55024, specifying the immunity requirements for multimedia equipment.
② Testing items include: electrostatic discharge, radio frequency electromagnetic field radiation immunity, electrical fast transient/burst immunity, surge (lightning strike) immunity, conducted disturbance immunity, voltage dips and short interruptions immunity, etc.
Item | Core Directive/Regulation | Main Testing Standards | Key Points |
Wireless Function | CE-RED (Mandatory) | EN 300 330, EN 301 489-1/-3, EN 62368-1, EN 62479 | Involvement of an EU Notified Body is mandatory; it is the core of the certification. |
Safety | CE-LVD | EN 62368-1, (Refer to IEC 62133-2 for batteries) | Combined with the safety part of RED for testing; focus on battery and charging/discharging safety. |
Electromagnetic Compatibility | CE-EMC | EN 55032, EN 55035 | Ensure no interference to other devices and resistance to external interference. |
