Recently, Amazon children's activity cubes were recalled due to violations of mandatory safety regulations for children's toys. What certifications are required to export children's Rubik's cubes to the United States? What are the regulatory requirements? To export children's Rubik's cubes to the US or sell them in the US, CPC Certification is required; it is a mandatory compliance document. Below is a compilation of the regulations and standard requirements related to CPC certification.
CPC certification, or the Children's Product Certificate (CPC), is primarily targeted at products for children under 12 years old, such as toys, cradles, children's clothing, etc. For products manufactured domestically in the US, it is provided by the manufacturer; for products manufactured in other countries, it is provided by the importer. In other words, cross-border sellers acting as "importers" who wish to sell products manufactured in Chinese factories to the US need to provide a cpc certificate to Amazon, which acts as the retailer/distributor.
The CPSC has published a total of 38 standards. The main testing contents include:
① cpsia Total Lead and Phthalates;
② US Toy Standard ASTM F963;
③ Electrically Operated Toy Safety Standard 16 CFR Part 1505;
④ Rattle Toy Requirements 16 CFR Part 1510;
⑤ Pacifier Safety Standard 16 CFR Part 1511;
⑥ Flammability of Children's Clothing and Carpets, such as 16 CFR Part 1610;
⑦ Toddler Products: Product standards for strollers, cribs, playpens, baby carriers, safety seats, bicycle helmets, etc.
ASTM F963-23 (Toy Safety Standard)
CPSIA (Consumer Product Safety Improvement Act)
16 CFR Part 1303 (Lead-Containing Paint)
16 CFR Part 1500 / 1501 (Small Parts, Hazardous Substances)
1. Chemical Safety (Core of CPSIA):
Total Lead: Accessible substrates ≤ 100 ppm
Surface Coating Lead: ≤ 90 ppm
Phthalates (8 types): DEHP, DBP, BBP, DINP, DIDP, DNOP, DEHA, DPHP, each ≤ 0.1%
2. Physical / Mechanical Safety (ASTM F963-23):
Small Parts Testing:
Under 3 years old: Must not have detachable small parts (choking hazard prevention).
Ages 3+: Must bear the warning "Choking Hazard — Small Parts. Not for children under 3 years."
Tension / Torsion / Drop / Impact: Cube pieces, axes, stickers, and LOGOs must not detach.
Sharp Edges / Sharp Points: Corners must be rounded, with no burrs or sharp edges.
Structural Strength: Must not fall apart, crack, or produce hazardous fragments after repeated rotation and squeezing.
3. Flammability Testing:
Plastic Rubik's cubes generally undergo the 16 CFR 1500.44 Flammability Test.
Requirements: Must not spontaneously combust, continuously burn, or ignite via dripping.
4. Labeling Requirements:
Permanent Tracking Label (on product or packaging): Must include manufacturer / importer name, address, production date, batch number, country of origin, age group + warning statements (according to the applicable age).

Do all children's products require a CPC?
A: As long as a product is intended for children under 12 years old, CPC certification is mandatory. General products labeled only as "Adult / General / 14+" with no child-focused marketing may not need it, but in practice, almost all children's toys require it.
Do stickers / printing / ink on children's products need to be tested?
A: Yes. All accessible surfaces, coatings, inks, and stickers must be tested for lead and phthalates.
How long is the CPC certification valid for?
A: There is no fixed validity period. It remains valid long-term as long as the design, materials, suppliers, and regulations do not change. If there is a version change, material change, or factory change, it must be re-tested. (Note: If used for Amazon's TIC review, the platform only accepts reports issued within one year).
Can I fill out the CPC myself?
A: Yes, but it must be bound to a real and valid test report from a CPSC-accepted laboratory. Fake certificates / fake reports may result in customs seizure, platform account suspension, heavy CPSC fines, etc.
