Compliance Guide for Lithium Battery Home Appliances in Canada

Amazon Canada has updated its new policies. On June 30, 2026, new compliance regulations for lithium battery-powered home appliances officially took effect. On August 30, non-compliant products will be forcibly taken down—not just a warning, not traffic limiting, but a direct removal of the Listing.

This is not a prediction; it is a published policy.

The window period left for sellers is shorter than imagined. Because compliance is not as simple as "submitting a report"—you need to complete five steps: product determination -> standard matching -> laboratory testing -> TIC verification -> page improvement, and every step has potential bottlenecks.

Is Your Product Within the "Target Scope"?

Three Battery Types: Included if Hit

As long as your product is powered by the following three types of rechargeable lithium batteries, it falls under the jurisdiction of the new regulation:

• Li-Ion (Lithium-Ion Battery)

• LiPo (Lithium Polymer Battery)

• LiFePO4 (Lithium Iron Phosphate Battery)

Six Major Covered Categories

• Floor Cleaning: Vacuum cleaners, floor washers, floor scrubbers, floor steam cleaners

• Kitchen Food Preparation: Blenders, mixers, juicers, food processors, slicers, meat grinders, grinders, electric knives, milk frothers, salt and pepper grinders

• Environmental Appliances: Air purifiers, humidifiers, dehumidifiers

• Fans: Desk fans, garage fans, camping fans, patio fans

• Personal Care and Hairdressing: Curling brushes, curling irons, hair straighteners, hair dryers

• Air Conditioning and Heat Pumps: Electric heat pumps, air conditioners

Explicitly Excluded Products (Avoid Misjudgment)

The following products are not within the scope of this policy, so do not waste your efforts:

• Appliances powered by NiMH (Nickel-Metal Hydride) batteries

• Appliances powered by NiCd (Nickel-Cadmium) batteries

• Appliances powered by non-rechargeable batteries

• AC-powered appliances

• Heavy-duty commercial appliances

• Power tools

• Gardening and lawn care products

• Smart digital devices such as mobile phones, tablets, music players, and speakers

• Small home appliances such as clocks, remote controls, timers, body scales, and food scales

Quick Self-Test: Can it be plugged in and used if you remove the battery? Yes -> likely out of scope. No, and the battery is a rechargeable Li-Ion/LiPo/LiFePO4 type -> highly likely in scope.

Standard Compliance

The compliance logic for the Canada site has a fundamental difference from the US site—the core standard system shifts from UL to the CSA C22.2 series. The ul reports you completed for the US site may not be entirely applicable in Canada.

The entire standard system is divided into three layers: Product Safety Standard + Battery Safety Standard + Transportation Safety Standard. None can be missing.

Layer 1: Product Body Safety Standard (By Category)

• Floor Steam Cleaners: CSA C22.2 No. 64 (Household cooking and liquid-heating appliances)

• Vacuum Cleaners / Floor Cleaning Equipment (excluding steam cleaners): CSA C22.2 No. 243 (Vacuum cleaners, blower cleaners, and household floor finishing machines)

• Kitchen Appliances (Blenders / Juicers / Food Processors, etc.): CSA C22.2 No. 1335.1 (Portable electrical motor-operated and heating appliances: General requirements) AND CSA C22.2 No. 1335.2.14 (Particular requirements for motor-operated kitchen appliances). Both must be satisfied simultaneously, not an either/or.

• Air Purifiers: CSA C22.2 No. 113 (Fans and ventilators)

• Fans (Choose one of two options): Option 1: CSA C22.2 No. 113 (Fans and ventilators) OR Option 2: CAN/CSA C22.2 No. 60335-1 (Household appliances: General requirements) + C22.2 No. 60335-2-80 (Particular requirements for fans).

• Humidifiers: CSA C22.2 No. 104 (Humidifiers)

• Electric Heat Pumps / Air Conditioners / Dehumidifiers: CAN/CSA C22.2 No. 60335-1 (Household appliances: General requirements) AND CSA C22.2 No. 60335-2-40 (Particular requirements for electrical heat pumps, air-conditioners and dehumidifiers). Both must be satisfied simultaneously.

• Hair Dryers / Hair Styling Equipment: CAN/CSA C22.2 No. 60335-1 (Household appliances: General requirements) AND CSA C22.2 No. 60335-2-23 (Particular requirements for appliances for skin or hair care). Both must be satisfied simultaneously.

• Lithium Battery Chargers (Choose one of four): CSA C22.2 No. 107.1 (Power conversion equipment) OR CSA C22.2 No. 223 (Power supplies with extra-low-voltage Class 2 outputs) OR CSA C22.2 No. 60335-2-29 (Particular requirements for battery chargers) OR CSA C22.2 No. 62368-1 (Audio/video, information and communication technology equipment safety requirements)

Layer 2: Battery Body Safety Standard (Choose One of Three)

For lithium battery cells or battery packs, choose one of the following three:

• ul 1642 (Lithium Batteries)

• ul 2054 (Household and Commercial Batteries)

• CSA C22.2 No. 62133-2 (Safety requirements for portable sealed secondary cells: Lithium systems)

Layer 3: Transportation Safety (Mandatory, Non-exemptible)

Regardless of which standard you chose in Layer 2, un 38.3 (Section 38.3 of Part III of the United Nations "Manual of Tests and Criteria", Lithium battery transportation safety testing) is a mandatory addition.

Remember the three-layer structure in one sentence: Product Safety CSA Standard + Battery Safety (1 of 3) + Transportation Safety UN 38.3 = Compliant.

TIC Verification for Amazon Canada

This is the biggest process difference from the US site—the Canada site requires not only a test report but also that you pass the verification by a TIC (Testing, Inspection and Certification) service provider.

Two Paths (Choose Based on Your Situation)

Path A: Existing Documents Available

• Applicable Scenario: You already have test reports and other compliance documents on hand.

• Operation Method: Submit the documents to an Amazon-authorized TIC service provider. The TIC will review whether the documents comply with Amazon's policy guidelines. Passing the review completes the verification.

• Core Risk: The report must meet three hard conditions: 1) Issued by an ISO 17025 accredited laboratory; 2) Issued within the past 12 months; 3) Standard matching is correct. If any condition is not met, Path A will not work, and you must switch to Path B.

Path B: New Product Testing Required

• Applicable Scenario: No existing documents, or existing documents do not meet the standards.

• Operation Method: Send the product to the laboratory of a TIC service provider, complete testing according to applicable standards, and issue a compliance report.

Verification Document Checklist (All are Required)

When submitting for TIC verification, you must prepare the following documents simultaneously:

• ISO 17025 Accredited Laboratory Test Report: Must be issued by a laboratory accredited under ISO 17025 (General requirements for the competence of testing and calibration laboratories). It must be issued within the past 12 months (expired reports are directly voided and require re-testing). The report must cover all CSA C22.2 series standards corresponding to your product.

• un 38.3 test Report (Mandatory): Proves the product meets relevant UN 38.3 requirements.

• BTS (Battery Test Summary): A summary document proving the product meets relevant UN 38.3 battery testing requirements.

Note: The 12-month time window is the easiest point of failure. Many sellers think "test reports are valid long-term," but Amazon only recognizes reports issued within 12 months from the current date. Upon expiration, re-testing is mandatory, with no exceptions.

Product Detail Page: Don't Stumble at the Last Step

Even if all documents are ready, incomplete Listing page information will still be rejected. Amazon requires the product detail page to include the following attributes:

• Model number, part number, or item number

• Manufacturer or brand name

If either of these two fields is missing, the review system will directly judge the information as incomplete, and the TIC verification cannot proceed.

Practical Advice: Before submitting the TIC verification, go to Seller Central and check each SKU one by one to ensure the detail page fields are completely filled out. This takes 5 minutes to solve, but many sellers get stuck here.

Steps That Must Be Completed Before August 30, 2026

• Step 1 | Confirm Product Scope: Check whether the product battery type is a Li-Ion / LiPo / LiFePO4 rechargeable battery, and whether the product belongs to one of the six major categories. Exclude NiMH, NiCd, and AC-powered products.

• Step 2 | Match Applicable Standards: Cross-reference the CSA C22.2 series standards by category, confirm the product safety standard (Layer 1) + battery standard (Layer 2, choose 1 of 3) + UN 38.3 (Layer 3, mandatory). If unsure, ask the laboratory directly.

• Step 3 | Choose a TIC Service Provider: You must choose an Amazon-authorized TIC agency for verification. It is not enough to just find any lab for a report—TIC verification is a strict process for Amazon Canada.

• Step 4 | Submit Documents or Send Samples for Testing: Existing report -> Take Path A and submit for TIC review; No report -> Take Path B and send samples for testing. Ensure the report is within its 12-month validity period, and the BTS (Battery Test Summary) is prepared concurrently.

• Step 5 | Improve Product Detail Page: Check whether each SKU detail page contains the model/part number/item number and the manufacturer/brand name. Incomplete information will result in direct rejection.
