Both sets of standards are mandatory requirements for toy safety, but there are distinct differences in their applicable markets, testing focuses, and reporting requirements:

  • Report Requirements: Must be issued by a CPSC-accepted laboratory and fully match the content of the CPC certificate.

  • Smart Toys: Require additional fcc id certification


Key Tip: Starting in 2026, toys with RF functions such as Wi-Fi/Bluetooth must simultaneously apply for FCC ID (US) or CE-RED (EU) certification in addition to basic toy certifications. Otherwise, they cannot be listed on mainstream platforms.

Timeline for the 2026 Summer Peak Season: Act Now

Key Timeline for Toy Export Certification

  • Mid-to-Late June | Final Sample Submission Window:
    The testing cycle for ordinary toys is 5–10 working days. Submitting samples now ensures reports are issued by early July, just in time for peak season stock-up. Smart toys with wireless functions require additional time for FCC/CE-RED certification (typically 2–3 weeks).

  • Early July | Amazon Q3 Compliance Spot Checks Initiate:
    Platforms step up their verification of CPC/EN71 reports starting in July each year. Amazon begins randomly checking report issuance dates; it is recommended that the interval between the CPC and the ASTM report does not exceed 12 months.

  • Mid-July to August | Shipping Peak:
    This is the concentrated period for ocean freight. Testing reports must already be in place for customs to release the shipments.

  • Late August | Back-to-School Season & Christmas Stock-Up Transition:
    Buyers place orders for the Christmas peak season. New products without valid reports will be skipped.


Practical Strategy: Pass Both Standards Smoothly (One Sample, Two Reports)


Four-Step Method to Pass Both Standards at Once

1. Choose the Right Laboratory

Choose a laboratory that is both ISO 17025 accredited and US CPSC accepted (such as JJR LAB). Only then can one sample yield two sets of reports.

2. Pre-screen Materials During the Design Phase

Test lead content in plastic parts, phthalates in coatings, and battery safety. Conduct material pre-testing before tooling/mold-making to avoid reworking due to final product inspection failures.
