When many enterprises first encounter this standard, they are often unclear about testing requirements, process milestones, and document preparation. Even a slight omission can lead to blocked product customs clearance or market recalls, causing unnecessary economic losses. What is the EN301908 Standard?

EN301908 is a radio frequency (RF) compliance standard for IMT-2000 series mobile communication equipment published by the European Telecommunications Standards Institute (ETSI). Currently, the mainstream implemented versions are EN301908-1/-2 (for WCDMA products) and EN301908-1/-4 (for CDMA2000 products). It is deeply tied to the RED (Radio Equipment Directive) in CE certification. All 3G mobile terminals, data cards, communication modules, and other products sold in the EU market must meet the relevant requirements of this standard to legally circulate with the ce mark.


Unlike ordinary electromagnetic compatibility (EMC) standards, the core control points of EN301908 focus on the radio frequency performance level:


This includes multiple key indicators such as transmit power accuracy, receiver sensitivity, adjacent channel leakage ratio, and spurious emissions. The purpose is to ensure that different mobile communication networks will not cause mutual interference, while also ensuring that the terminal equipment and the local EU operators' networks are stably compatible.


What is the EN301908 Testing Process?

Step 1: Preliminary Product and Data Preparation

Before initiating the test, complete two basic preparations:

  • First, organize the complete technical data of the product, including product specifications, RF schematics, user manuals, and a list of key components, highlighting core parameters such as the supported WCDMA/CDMA2000 frequency bands and nominal transmit power.

  • Second, confirm the hardware status of the product, ensuring that the submitted sample is the final mass-production version, and the RF section has no reserved debugging interfaces that allow arbitrary parameter modifications, thus avoiding result deviations during subsequent testing.

Step 2: Selecting a Compliant Testing Laboratory

The EN301908 testing must be completed by a laboratory (such as JJR LAB) that holds the EU Notified Body qualifications and has the relevant standard testing capabilities. Do not choose unqualified third-party institutions; otherwise, the issued test report will not be recognized by EU market regulatory authorities. When selecting a laboratory, priority can be given to confirming whether they have previous testing cases for WCDMA and CDMA2000 products, which can significantly reduce testing communication costs.

Step 3: Completing Full-Item Testing

The laboratory will conduct full-item testing in accordance with the standard requirements. The core test items include:

  • RF output power testing

  • Power control range verification

  • Frequency error detection

  • Modulation accuracy testing

  • Adjacent channel leakage power ratio testing

  • Spurious emission testing

  • Receiver performance indicator verification

If any indicators fail to meet the standard during the testing process, the laboratory will synchronously feedback the issue points. Manufacturers can then make targeted adjustments to RF circuit parameters and optimize antenna designs, followed by retesting until all items fully meet the standard limit requirements.

Step 4: Report Review and Certification Archiving

After passing all test items, the laboratory will issue a formal EN301908 test report. Afterwards, this report will be compiled together with electromagnetic compatibility and safety reports required by the red directive and submitted to the EU Notified Body for an overall review. Upon passing the review, the corresponding ce red certification certificate can be obtained. Enterprises need to uniformly archive the test report, technical documents, and certification certificates, keeping them for at least 10 years for subsequent spot checks by EU market regulatory authorities.


What are the Common Issues?

Many enterprises often encounter a few typical misunderstandings when conducting EN301908 certification:

  • First, confusing EN301908 with ordinary GSM RF standards and missing the RF indicators exclusive to CDMA2000, rendering the report invalid.

  • Second, inconsistencies between the RF hardware of the submitted sample and the subsequent mass production version. If the product is spot-checked after entering the market and the indicators are found to be inconsistent, it will be directly required to be taken off the shelves.

  • Third, only conducting the EN301908 testing while ignoring the supporting EN301489 series electromagnetic compatibility requirements, resulting in the failure to pass the overall RED certification.
