The Ministry of Economy, Trade and Industry of Japan is known by its English acronym, METI. It is not a province or a place name, but a Japanese administrative agency subordinate to the central government ministries and agencies of Japan. Its jurisdiction can be compared to the Ministry of Commerce of China. Its main functions include: improving the vitality of the private economy, facilitating the smooth development of foreign economic relations, ensuring the development of the economy and industry, stabilizing and maintaining the efficiency of the supply of mineral resources and energy, and drafting and implementing the Electrical Appliance and Material Safety Act (PSE).
Japanese regulations require that purchasers must register and declare to Japan METI within one month after purchasing goods. Furthermore, they must mark the purchaser's name or ID on the product to facilitate supervision and management during the future product sales process.
Products under the PSE category must submit a METI registration before they can be listed on Amazon Japan; otherwise, they will face the risk of being removed from the platform.
In summary: pse certification is a mandatory safety certification in Japan; METI is a Japanese registration. Products that require PSE certification must also complete METI registration.
Obtain PSE certification for the product.
Notification of Business: A declaration by the Japanese importer, which includes manufacturer information, product information, and the date of signature.
Approval Certificate issued by the Japanese Ministry of Economy, Trade and Industry: The importer must use the PSE secondary certificate (copy) to complete the METI registration in order to get this approval certificate.
Japanese purchasers must register and declare to the Japanese Ministry of Economy, Trade and Industry (METI) within one month of purchasing the goods. Only Japanese trading companies registered in Japan can apply for registration with METI.
METI registration is divided into two scenarios:
With importer qualifications.
Without importer qualifications, which requires finding an agent (we can provide an importer).
If the applicant has their own Japanese company, they can use the pse certificate to apply for METI registration themselves. If they do not have a Japanese company, they need to find an agency to carry out the registration.

The official validity period of a METI registration is 3 years, though the industry default validity is considered to be long-term.
Q1. Why is METI registration necessary?
Japanese regulations require that Japanese purchasers must register and declare to Japan METI within one month after purchasing goods, and must mark the purchaser's name or ID on the product for supervision and management during the future product sales process.
Q2. Can PSE certification and METI registration be done at the same time?
No, they cannot be done at the same time.
The product must first undergo PSE certification. You must obtain the PSE certificate before you can proceed with the METI registration.
Q3. Can one METI registration document cover all products?
No, this is not allowed.
One PSE certification corresponds to one METI registration document. If a PSE certificate covers multiple models, the models in this certificate can be registered all at once. However, for battery products, only one model can be registered per document.
Q4. My product already has a PSE certification. Can I directly apply for METI registration at JJR?
Yes, you can, but you need to provide the following documents:
Project application form;
PSE test report (for adapters, a Diamond PSE certificate must be provided);
Product manual (Japanese + English);
Product specifications (BOM list, product photos);
Declaration of differences (if there are series models);
Product pictures.
Q5. I have a product that is a power adapter with a lithium battery. The power adapter already has a METI registration document. Can the lithium battery use the same METI registration document?
No, they cannot be shared.
The METI registration document for the power adapter belongs to the "AC Electrical Machinery and Apparatus" category, while the METI registration for the lithium battery belongs to the "Lithium-ion Storage Battery" category. Therefore, two separate METI registration documents are required.
Q6. Is there a paper original document for METI registration?
METI registration is divided into two types: the first is with importer qualifications, and the second is without importer qualifications (needs to find an agency).
If the client provides their own Japanese importer information, the original document will be sent directly to the local importer in Japan.
If using the importer information provided by the agency, there will be no paper document for the client; the original document will be archived and kept by the Japanese importer!
Q7. How long does the METI registration cycle take? Can the laboratory expedite it?
The METI registration cycle is generally 5-7 working days. If the Japanese Ministry of Economy, Trade and Industry (a Japanese government department) can issue it in a timely manner, an expedited review and issuance can take as fast as 3 working days. Once issued, it will be sent to the client immediately.
