When engaging in cross-border e-commerce (such as on Amazon, Temu, etc.) and selling children's and baby products to the US market, CPC Certification is an unavoidable and mandatory requirement. CPC stands for "Children's Product Certificate," which applies to all products primarily intended for use by children aged 12 and under (such as toys, children's clothing, baby products, etc.).
It is particularly important to clarify: CPC certification is not a certificate directly issued by an official government body or a third-party agency. Instead, it is a "Declaration of Conformity" drafted and issued by the manufacturer or the US importer themselves, based on a passing test report issued by a CPSC (Consumer Product Safety Commission)-accepted third-party laboratory.
Here is a complete overview of the application process and core key points for you:
First, you need to clarify whether your product is intended for children aged 12 and under, and confirm its corresponding mandatory testing standards:
General Requirements: All children's products must comply with the cpsia act, requiring total lead content to be ≤ 100 ppm and total phthalate content to be ≤ 0.1%.
Toys: Must comply with the ASTM F963 US toy safety standard.
Children's Clothing/Textiles: Must comply with the flammability requirements of 16 CFR Part 1610; sleepwear products have additional flame-retardant warning label requirements.
Other Specialized Products: Items such as pacifiers, rattles, and electric toys all have specific CFR standards and battery safety requirements.
This is the most critical bottom line. Testing must be conducted by a third-party laboratory officially accepted by the CPSC. Reports issued by non-accepted agencies are completely invalid. You can verify a laboratory's qualifications through the laboratory search system on the official CPSC website.
After communicating with your selected laboratory, prepare the following materials and send 2-3 complete sets of product samples (including packaging) that are identical to your mass production goods:
A completed CPC certification application form (including manufacturer/importer information, product model, material description, etc.).
An English version of the product manual.
The product nameplate, packaging design draft, and hangtag (must include children's tracking label information).
Product specifications and a Bill of Materials (BOM).
Upon receiving the samples, the laboratory will conduct tests based on the corresponding standards. Routine test items include physical and mechanical performance (such as small parts tension and sharp edges), chemical hazardous substances testing (lead, cadmium, phthalates), and flammability testing. The routine testing cycle usually takes 5-7 working days. If the product fails the test, you must adjust the product design or raw materials to address the failed items and resubmit the samples for testing.
After obtaining a passing test report, the US domestic importer (cross-border sellers acting as importers) can sign and stamp it to take effect, and then draft the CPC certificate. A compliant and valid CPC certificate must include the following 7 core elements:
Product Information: Complete name, model, SKU, applicable age, and material description.
List of Compliance Standards: A list of all CPSC safety regulations applicable to the product (such as CPSIA, ASTM F963-23, etc.).
Issuer Information: The full name, address, and contact phone number of the US importer or domestic manufacturer certifying the product.
Record Keeper Information: The name, address, email, and phone number of the person maintaining the test result records that support the certificate.
Manufacturing Information: The date of manufacture (exact to the month and year) and the location of manufacture (exact to the city).
Testing Information: The date and location of the testing, or information regarding the test report on which the certificate is based.
Laboratory Information: The name, address, and contact phone number of the CPSC-accepted third-party laboratory that conducted the testing.
Final Reminder:
The CPC certificate and its supporting test reports must be retained for at least 3 to 5 years in case of random inspections by e-commerce platforms or customs. If there are any changes to the product's materials or design, or if the relevant laws and standards are updated, the product must be re-tested and the certificate must be updated accordingly.
