For sellers on the Amazon platform selling water-based or swimming instructional buoyancy products, ensuring the product complies with Australian and New Zealand safety standards is critical. The AS/NZS 1900 standard is a core requirement, specifying the design, performance, labeling, and testing criteria for buoyancy devices to ensure their safety and durability. For sellers entering the Australian market, in addition to AS/NZS 1900 certification, compliance with the Consumer Product (Swimming and Buoyancy Aids) Safety Standard 2017 is also mandatory, as it is a compULsory requirement in the Australian market.

Product: Regulations, Standards, and Requirements

Swimming and Buoyancy Aids: AS/NZS 1900:2014 Floating aids for water familiarization and swimming instruction (according to the 2017 Consumer Product [Swimming and Buoyancy Aids] Safety Standard)

You must submit the following information:

Documents:

• A test report issued by a laboratory accREDited by ISO 17025, NATA (National Association of Testing Authorities), or CNAS (China National Accreditation Service for Conformity Assessment), proving that the product complies with the above regulations, standards, and requirements.

1. Main Requirements of the AS/NZS 1900 Standard:

• Buoyancy Performance: Buoyancy devices must meet specific buoyancy requirements. Buoyancy tests should consider the device's expected usage duration and service life to ensure long-term effectiveness.

• Material Requirements: The materials of buoyancy devices must meet strict specifications to ensure their strength and durability during long-term use.

• Surface Safety: The surface of buoyancy devices must be smooth and flat, avoiding any sharp or protruding parts that may cause injury to the user.

• Visibility: The color of the buoyancy device should be conspicuous, ensuring quick identification in emergencies.

• Emergency Rescue Function: Buoyancy devices should be equipped with sufficient emergency rescue devices to enable swift rescue in an emergency.

2. AS/NZS 1900 Standard Does Not Apply To:

According to Amazon's regulations, all floating products must meet the AS/NZS 1900 standard. This includes, but is not limited to, the following product categories:

• Floating toys

• Independent floating devices

• Items specifically designed for therapeutic use

• Items for use by persons with disabilities

• Personal flotation devices (PFDs) for boating and other water recreational activities

3. AS/NZS 1900 Standard Testing Requirements:

According to the AS/NZS 1900 standard, buoyancy aids are tested for the following:

• Compatibility with safety standards

• Surface treatment quality

• Valve function

• Metal parts

• Migration of certain elements

• Webbing or tapes

• Sewn fabric

• Inflatable floating devices

• Small part analysis

• Floating aid seats

Sample and Timing Requirements: To comply with the AS/NZS 1900 standard, manufacturers must submit a complete set of seven samples (including three sets of physical test samples, two sets of cheMICal test samples, and two sets of textile samples), along with installation instructions.

Additional Certification: In addition to the AS/NZS 1900 Test, the product may also be evaluated according to the 2017 Consumer Product (Swimming and Buoyancy Aids) Safety Standard, which is mandatory for the Australian market. This certification ensures that buoyancy products meet additional safety and consumer protection requirements.
