How to get the Taiwan BSMI Certificate?

Taiwan bsmi Certification

The electrical safety inspection standard for “information products” in the Taiwan bsmi certification system, CNS14336-1 (2009 edition), has been implemented since January 1, 2012. The previous version, CNS 14336 (2005 edition), is no longer applicable as of that date.

 

CNS13438 (2006 complete edition) was announced on August 16, 2010, and stipulates additional inspection requirements for radiation tests above 1 GHz and conducted tests at telecom ports. It has been in effect since October 1, 2010.

 

BSMI stands for the “Bureau of Standards, Metrology and Inspection,” under Taiwan’s Ministry of Economic Affairs.

 

Taiwan Voltage: Single-phase 110V/220V, three-phase 220V, frequency 60Hz.

Basic Information about Taiwan BSMI Certification:

- Mandatory: Yes

- Testing Requirements: Safety and EMC

- Factory Inspection Required: No

- Local Testing: Yes

- Local Representative Required: Yes

- Certificate Validity: 5 years (Verification Registration), 3 years (Certification Registration)

- Voltage: 110Vac

- Application Lead Time: Typically 3–5 weeks

 

Certification Model:

BSMI certification is mandatory in Taiwan, covering both EMC and safety. Although factory inspection is not required at present, all procedures must follow BSMI regulations. The certification model is: Product Testing + Registration Supervision.

 

BSMI Application Methods:

Type approval includes two categories:

 

1. EMC Type Approval:

- Replaces the original EMC application.

- Mandatory since November 1, 2002.

- Applicable Products: 61 electronic/electrical items require only EMI; 124 items require EMI + Safety report (if safety is applicable).

- Applicable Standard: EMI only.

- Required Documents: EMC type approval application form, test report, technical documents (photos, labels, EMI-relevant components, block diagrams, user manuals).

 

2. Type Approval (EMC + Safety):

- Mandatory for 178 types of electronic/electrical products since January 1, 2004.

- Applicable Standards: EMC + Safety.

- Required Documents: Product type approval application form, business or factory license, test report, technical documents (photos, labels, EMI-relevant components, block diagrams, user manuals), and safety-related technical documents.

- Certificate Validity: 3 years, renewable once.

 

BSMI Certification Registration:

- Mandatory Enforcement Date: Not yet announced.

- Applicable Standards: EMI + Safety.

- Required Documents: Product type approval application form, business or factory license, test report, technical documents (photos, labels, EMI-relevant components, block diagrams, user manuals, safety documents), Declaration of Conformity.

- Certificate Validity: 3 years, renewable once.

 

BSMI Declaration of Conformity:

- Enforcement Date: January 18, 2002.

- Applicable Products: 19 categories of IT components.

- Applicable Standard: CNS13438 (EMC only).

- Required Documents: Declaration of Conformity, test report, technical documents (photos, labels, EMI-relevant components, block diagrams, user manuals).

- No certificate is issued.

- Applicable only to certain IT components. Manufacturers can decide whether to apply for certification registration or type approval.

 

Differences Between Certification Registration and Type Approval:

- Inspection: For type-approved products, inspection for customers is simplified. Certification registration involves random market sampling without direct customer inspection.

 

Scope of Applicable Products:

If your product falls under the following categories, BSMI verification is required to enter the domestic market:

1. Mandatory Commodity Inspection (CI Mark):

 - Electrical: Household appliances

 - Electronics: IT and audiovisual products

 - Mechanical: Power tools

 - Chemical: Tires and toys

 

2. Voluntary CNS Mark:

 - Industrial products, building materials, wires, household appliances, automotive parts, raw industrial materials, or products with competitive branding.

 

3. Voluntary Product Certification (VPC Mark):

 - Critical safety components, digital set-top boxes, lamp holders, battery chargers, hazardous substance restriction, lithium batteries, automotive EMC, fitness equipment, etc.

 

Application Process:

1. Fill out the application

2. Submit samples to an accredited Chinese JJR lab for testing

3. Receive test report

4. Evaluation of the report

5. Certificate issuance

3. Relevant technical documents:

 - Circuit diagrams

 - PCB layout

 - Product label

 - Chinese user manual

 - Transformer specifications

 - Inductor specifications

 - Product dimension diagrams

 - Component list
